BSNL and MTNL by Departments /Agencies/PSUs of the State Governments for
intranet/broadband, landline and leased line requirements with firm assurance that
BSNL will dedicate a separate one-stop nodal point to provide highest level of

this is great opportunity to push through our channels for providing all
Telecom services from BSNL in all Central/State Government Departments and PSUs
and getting bulk business

Association
Membership Window is to Open Today: DGM SR
BSNL CO writes to all Circle Heads regarding Opening of ESS Window with Option
to change authorization for deduction of membership Association subscription
from the monthly salary. Copy<<<>>
The e-membership subscription window in ERP
ESS portal will be available for executives from 16/06/2025 to 15/07/2025 for
making option i.e. accepting new membership, changeover of existing membership
and to opt out (withdraw or stop) the ongoing deduction of membership
subscription from the monthly salary in favour of association of their choice.
Though it is mentioned in this letter that the
facility of review Option (one time) will be available w.e.f. 03/07/2025 to
15/07/2025 in e-membership
subscription window in ERP ESS portal, for submission of the
modifications/changes, if any, w.r.t. the option submitted by the executives
during the period of window available for the option, this option will be
available from day one of opening of window i.e. 16/06/2027.
In meeting of the Committee for One PSU One
Association, it was discussed and decided to defer the Membership Window in
view of agreement by both the sides on One PSU One Association but final
call is not taken by Management and the window for Changeover of Association
membership is opened now.
This is online option for opting for
fresh Membership by non-members of any association, Changeover of existing
membership and to withdraw or stop the membership of already opted association
for all the executives.
This is one time option during this
window period and option once submitted either opting for fresh Membership by
non-members of any association, Change over existing membership and to withdraw
or stop the membership of already opted association can be modified only once during this
window period.
As such, all executives will have
to take firm decision and then take call on action on this ESS Option for
changeover, withdraw the membership of Association.
No action is required for
continuation of existing membership but we advise all SNEA members to check and
confirm their present option is available for SNEA, if not same may be please
corrected accordingly.
Further this option once given and
finalized in this window which will be closed on 15/07/2025, cannot be
modified till next window which will be opened after one year i.e. on
16/06/2026. Hence one has to take decision by proper understanding issues
and making opinion thereof.
SNEA CHQ appeals all non-members of
SNEA to come forward and opt for membership of SNEA and support the sincere efforts
being taken by SNEA as only Recognized Majority Representative Association of
BSNL Executives in resolution of pending HR issues.

Update on a special and short notice Meeting by CMD BSNL with GS of Recognised Associations of BSNL:
A special and short
notice meeting was called by Shri. A. Robert J. Ravi, CMD BSNL with GS
of the recognized Associations, SNEA, AIGETOA and SEWA BSNL at 1800 Hrs on
27/05/2025 in Board Room to brief on the special news related to special
achievement of BSNL.
Apart
from CMD BSNL, from the Management side this meeting was attended by Dr.
Kalyan Sagar Nippani, Director HR and Shri. Rajeev Kumar Kaushik PGM
Pers BSNL CO.
From the
SNEA side, this meeting was attended by Shri. M. S. Adasul, General
Secretary, Shri. Arvind Pal Dahiya, Joint Secretary Central and Shri.
Vinay Tyagi, Circle Secretary, SNEA CNTx Delhi Circle.
Director
HR BSNL Board gave a warm welcome to all participants and updated about the
very purpose of the special and short notice meeting and requested CMD BSNL to
brief the meeting.
Addressing
the meeting CMD BSNL informed that he desired to meet Association leaders to
brief on the very important and breakthrough achievement of BSNL about its
profit. He added that we are not just reviving BSNL, but we are redefining
BSNL. He informed that BSNL achieves Historic Milestone that for the
first time during last 18 years, BSNL has reported profits in two consecutive
quarters in FY 2024-25 as in Q4, BSNL posted a profit of ₹280
crore and earlier in Q3, BSNL had recorded a profit of ₹262
crore.
Highlights
of information shared by CMD BSNL
· The growth from all core revenue
segments have increased as compared to last year.
· 27 Circles turned EBITDA-positive in FY-2024-25
(only 17 circles last year- FY-2023-24.
· EBITDA: FY-2024-25:

· Loss reduced by 58% i.e.

CMD BSNL
gave credit of this milestone achievement to all the executives and employees
of BSNL and specially mentioned that without their efforts it was not possible.
He conveyed leaders to pass on this appreciation to each and every executive &
employee of BSNL. Adding further, he urged all Executives & Employees to
double their efforts and remain committed to maintaining and growing this

Adding
further, CMD BSNL emphasized that every employee must treat network infrastructure
i.e. BTS, Power Plants, Telecom equipment as their own asset and give their
best for coming years so that BSNL achieves the Profit Target of Year 2025-26.
We
congratulated CMD BSNL and his team of BSNL management for this milestone
achievement and assured to convey his message to all Executives and Employees
of BSNL.
While
discussions on feedback, for maintenance of high uptime of BSNL BTS and OLTs, association
leaders raised the issue of inadequate transport facilities for field units and
shared difficulties faced by the executives in field units due to curtailment
of vehicles by BSNL Corporate office. CMD BSNL took note of it and assured us to
look into such critical issues. He narrated that it cannot be implemented
uniformly for all but the issues can be studied with pilot project as case
study. He instructed Director HR to assess ground realities and initiate a
pilot project in one Circle to provide better transport support for BTS/tower/OLTE
etc maintenance and assured to take review as per the outcome of this pilot
study and feedback thereof.
Associations
also highlighted that as of today the executives working at forefront are
demotivated as they remain the lowest paid in the telecom industry due to non-granting
E2/E3 Standard Pay Scales and also non-grant of 3rd PRC. It was also
narrated that the simple issue of enhancement of SAB contribution which has
been agreed time to time is not resolved. Govt & BSNL has till now invested
much in infrastructure and nothing has been invested on manpower in the last
10-15 years. Non-Resolution of multiple financial issues has adversely affected
financial condition of the executives and if some of these issues with priority
to Standard pay scales are resolved, the executives will be motivated to deliver
their best to meet the Target of Profit making BSNL. CMD BSNL acknowledged the
concern and instructed Director HR to look into this issue and directed us to
submit a brief note on this subject.
On
implementation of PRC, CMD BSNL informed that if BSNL continues to perform and
generate profit, PRC will come automatically.
We also
narrated about the promotions wherein no expenditure is required from BSNL and
only required is overcoming issues trapped in court cases. We proposed that the
issues can be resolved if all eligible executives can be promoted in one order
by reviewing MSRR 2023 for LICE quota and restructuring review of posts. CMD
BSNL reproduced that Legal hurdles must be minimized and promotions must be
issued. The issues related to DGM T Adhoc, AGM T SCF Quota, JTO to SDE in Civil
& Electrical wing were discussed in detail and it was assured to resolve
the hurdles and issue the promotions at the earliest. He was of the opinion
that legal cases should be withdrawn but directed that Promotions of executives
who are not coming under any legal issues can be given consideration and
instructed Director HR to come up with the proposal for such promotions. He
assured further steps in phase manner for remaining promotions but the process
must start.
We also
stressed the need for review of Transfer posting order dated 02 May 2025
including AGM LICE promotions, and CMD BSNL informed that all the
representations received are being reviewed by Director HR and PGM Pers and
directed them to expedite it for consideration of genuine cases. We also
narrated the issues related to violation of Transfer policy guidelines and pick
and choose approach etc and CMD BSNL instructed Director HR to look into the
issues.
In
conclusion of the meeting CMD BSNL once again congratulated all Executives and
Employees for Profit in the second consecutive Quarter and appealed to put all
out efforts for the yearly profit during 2025-26. He also assured for
resolution of all possible issues and directed Director HR and PGM Pers to look
into issues with consideration of priority to issues with no or minimum
financial implications. We also conveyed thanks for sharing information.
The
meeting which lasted for about 45 minutes concluded with a vote of thanks by

Session wise Report of 32nd All India Conference
at Bhopal: Second Session: Pre-AIC CWC Meeting: {Report
by Shri. Niranjan Sahu, AGS CHQ}: The
pre-AIC CWC session commenced on 18/05/2025 at 1500 Hrs at the Conference hall
of Hotel Varshish Inn, Bhopal to discuss and deliberate the issues related to
be discussed and decided in the All India Conference viz. Schedule of AIC,
Report of GS, Treasurer, Amendments to be incorporated in the SNEA constitution
and all other issues related to preparations and Arrangements of AIC Bhopal. .
The Meeting was attended by CHQ Office Bearers, Circle Secretaries
and CWC Members from all Circles and the same was presided over by, Shri
Manish Samadhiya, President CHQ.
Shri. R.K. Deepak, Circle
Secretary, SNEA MP Circle, the host Circle for AIC in welcome address gave
warm welcome to all the delegates, Circle Secretaries and CWC members attending
the pre-AIC CWC Meeting and on behalf of the host Circle team. He gave brief
idea about Historical city Bhopal, MP Circle and preparation assured
his co-operation to ensure the ease and convenience of all the participants in
respect of the accommodation facilities and the food arrangements to make the AIC
memorable for all the delegates.
Shri. Manish Samadhiya, President CHQ
in his presidential speech highlighted the achievements by the Association
during this period and also focused on the issues which are in the pipeline and
the persuasion by the Association on various fronts. Thereafter the agenda for
discussion was approved by the CWC and the agenda items were opened for
discussion.
Shri G. Valanarasu, Chairman of the
Constitution Amendment Committee, presented the various
amendments proposed by the Committee for the approval of the CWC. There were
discussions held on each proposal recommended by the Committee and after
detailed discussions many of the proposed amendments were approved by the
house. The CWC placed on record its appreciation for the hard work put in by
the members of the Constitution Amendment Committee and felicitated them for
their exemplary contribution.
Shri M. S. Adasul, General
Secretary, presented brief report on CHQ activities by SNEA during the
outgoing tenure and responded to all the queries raised by the CS
& CWC Members in the meeting and updated the CWC on the status of the
various issues under persuasion and the issues which were expected to be
addressed shortly.
The CWC members raised the burning issues of the Executives and
discussions were held in a healthy and constructive manner. The prominent
issues discussed were:
· Persuasion
of the Standard Pay Scale issue in DoT and its present status as the youngsters
recruited in BSNL post 2007 are suffering huge pay loss.
· Increase
in SAB contribution for BSNL recruited employees
· Implementation
of 3rd PRC for the BSNL employees
· Settlement
of Old Pension Issue for the BSNL employees recruited against the
notification by the DoT.
· GTI
and GHI premium to be borne by BSNL
· Increase
in the Ceiling for Out Door Medical Reimbursement limit
· Designation
change for the field Executives in accordance with the designations in
Corporate Office
· Second
Saturday leave or compensatory leave for the field Executives
· Regular
updation of SAB contribution in the portal
· OTP
transfer to Home Circles on completion of two years in the present Circle.
· Issues
in the hard Tenure Circles and Soft Tenure areas and reinstatement of Circle
break for serving in Soft Tenure Areas
· Issues
in the indigenous 4G rollout and the issues in the Core and 4G network to be
addressed on priority to arrest the large number of subscribers porting out
from BSNL network.
· Issue
in various Core Network Transmission Routes and alternate ways of hiring
bandwidth for the short term to address the frequent failures.
There were fruitful discussions on all issues of the Executives in
BSNL and various issues pursued by SNEA at different levels prominently HR and
development issues were discussed in detail in the pre-AIC CWC session.
Subsequently, Shri. Tata Babu, CHQ Treasurer presented the
audited financial statement and Balance Sheet for all three years before the
CWC. After going through the financial statement, certain details sought by the
members were furnished and all the queries raised in respect of the
expenditures made under various heads including the Welfare Claims were
clarified by the CHQ Treasurer. After discussing the financial statement
thoroughly, the CWC adopted the financial report. The CWC Meeting also recorded
its appreciation for the CHQ Treasurer for timely disposal of the Welfare
Claims and for crediting the monthly quota to Circles promptly on receipt of
the amount from BSNL HQ.
The CWC passed resolution congratulating the host team of Circle
for their fantastic arrangements and great hospitality.

This case was mainly delayed due to confusions created by some offices/officers
and mainly by sending incomplete, partial information first by OA, then BA and
Circle and at many stages concerned offices/officers have drawn conclusion as
per their convenience and mainly with intention to trouble DS SNEA.
But Shri. N. S. Gadre, DS SNEA Yavatmal MH was waiting with full
faith and patience for justice for nine months without salary. The issues created
at different levels were taken by SNEA at the respective level and all such
allegations and wrong interpretations were cleared finally giving justice to
DS.
SNEA conveys thanks to Director HR BSNL Board, PGM Pers BSNL CO and PGM SR BSNL CO for timely
intervention and clearing all manmade hurdles.
We appreciate fight for justice by Shri. N. S. Gadre with prolonged
wait with strong faith on guidelines issued by BSNL CO and its persuasion at
all levels.

wise Report of 32nd All India Conference at Bhopal: First Session: CHQ Office Bearers Meeting: {Report by Shri. Niranjan Sahu, AGS CHQ}: The 32nd All India Conference of SNEA held at Bhopal from 18th
to 21st May 2025 at Ravindra Bhavan, Bhopal Madhya Pradesh
Circle.
Before AIC, the last CHQ OB Meeting was
held on 18/05/2025 at 1100 Hrs in the Board Room, Hotel Emerald, Bhopal which
was attended by about all CHQ OBs. This was strategic session laid the
groundwork for the All India Conference and reflected the association’s commitment
to unity, preparedness, and progressive leadership. The session was presided over by Shri.
Manish Samadhiya, President CHQ.
The meeting started with after a brief welcome speech by Shri.
Pavitra Singh, AGS HQ.
Shri Manish Samadhiya, President CHQ who extended a warm welcome to all CHQ office bearers. In his opening remark, he acknowledged the tireless efforts and notable contributions of each CHQ OB over the past tenure. He emphasized that the organizational strength and resilience of SNEA was a direct outcome of sustained unity and collaboration among its leadership. He revisited the precedent set at the last AIC held in Visakhapatnam, where a unanimously selected leadership body had been formed and fruitful results in successful pursuation of certain HR issues and regaining the glorious history of SNEA.
Shri. M.S. Adasul, GS provided a comprehensive overview of the latest developments at CHQ and interactions at the management level. He led discussions on the detailed agenda for the XXXII AIC, and after thoughtful deliberation and input from members, the agenda and schedule was finalized for presentation at both the Ore- AIC Central Working Committee (CWC) Meeting and AIC. The outline of the General Secretary’s Report was also reviewed and finalized during the session.
The session proceeded with the financial presentation by Shri. Tata Babu Karanam, Treasurer CHQ who
offered a detailed account of the association’s financial management over the
previous tenure. He also shared how his engagement in SNEA had positively
influenced his professional
discipline and personal growth, showcasing the deeper impact of
organizational involvement.
All CHQ OBs shared their
individual experiences, challenges, and learnings from the current tenure. They
also provided constructive suggestions for the new CHQ body to consider. This
exchange of insights highlighted the collective wisdom and commitment of the
current team, and reinforced the association’s guiding values.
Shri. Rajesh Manchan, Vice President CHQ shared his
guidance and motivation for the CHQ team. He emphasized unity and expressed
satisfaction in the working of CHQ under leadership of GS Com. M.S. Adasul. He
also mentioned the significant progress made in resolving issues related to the
civil and electrical wings, along with a positive outlook for upcoming
promotions in the near future.
Shri. Samla Shrinivas, AGS CHQ shared
heartfelt reflections on his journey with CHQ. He noted that his first term was
a learning experience, while the second term allowed him to implement and
resolve issues effectively. He proudly recalled the transformation of SNEA from
a Support Association to an only Majority Recognized Association with a lead of
over 5,500 votes. He highlighted milestones such as the grand CWCs in Hyderabad
and Delhi and thanked the President and GS for empowering the team with freedom
and trust.
Shri Niranjan Sahu, AGS CHQ conveyed his deep
appreciation for the CHQ team and leadership, especially General Secretary under whose
stewardship several long-pending HR issues, particularly the standard pay scale for JTOs/JAOs, had
progressed significantly. He expressed hope that the new CHQ Body would bring
long-awaited resolutions, especially as discussions were now at an advanced
stage with BSNL, DoT. Adding further momentum to the meeting.
Shri Brelin Issac, AGS CHQ brought attention to the need for constitutional reforms within SNEA,
suggesting specific amendments to better align the constitution with
contemporary organizational needs. He also commended the CHQ team’s proactive efforts, particularly
in handling OTP transfer cases,
appreciating the systematic and sustained follow-up which had led to many
successful resolutions.
Shri Vimal Raghunath AGS CHQ highlighted a number of critical HR concerns, such as the JAO reversal cases and
pending OTP transfer issues,
urging the CHQ and GS to give these matters special attention in the upcoming
term. He praised the unity,
camaraderie, and strong internal support system within CHQ,
which he saw as essential to effective advocacy and timely resolution of member
concerns.
Shri Malla Satya Prasad, Joint Secretary South
CHQ shared his insights on
revenue generation
strategies and drew parallels to the grand success of the Visakhapatnam AIC, which he
had actively led. He provided actionable suggestions to elevate AIC Bhopal to similar heights,
and strongly advocated for the empowerment
of young leaders within the association, emphasizing their role
in shaping a vibrant future for BSNL executives.
Shri. Sumit Saxena, Joint
Secretary Central CHQ expressed deep gratitude for serving two consecutive
terms as CHQ Joint Secretary Central. He recounted his extensive field visits
across Central Zone circles and active participation in various policy and
welfare committees and GTI, GHI, EPF, SAB issues. He recalled accompanying GS
SNEA and GS SEWA during the MV campaign and noted that it was a transformative
journey. Though stepping back due to current professional commitments, he
assured continued support to CHQ.
Shri. Rajendra Khanna, Joint
Secretary West CHQ shared his thoughts on completing his term and extended
his commitment to continue contributing to SNEA as a dedicated member. He
expressed hope that the organization would continue to thrive with the same
unity and passion.
Com. R.K. Deepak, Circle
Secretary, MP Circle hosting the All India Conference along with prominent
leaders of host team, later joined the session to brief the CHQ team on the
last-minute preparations and program details for the AIC. He expressed
confidence in the arrangements and thanked the CHQ leadership for their trust
and cooperation.
Shri Pavita Singh, AGS HQ addressed key HR developments. He openly reflected on his limited ability to serve in the AGS HQ role after being promoted to MT and taking charge as OA Head. Despite these constraints, he reaffirmed his strong intent to continue serving SNEA, expressing gratitude for the opportunity and a sense of unfinished commitment.
The meeting started at 1100 Hrs concluded at 1400 Hrs with a vote of thanks by Com. Tata Babu, CHQ Treasurer, wherein he expressed heartfelt gratitude to all CHQ Office Bearers for their active participation, shared vision, and contributions throughout the tenure.
