& Alternate Website of SNEA CHQ: Due to heavy traffic and more visitors many times SNEA
CHQ website www.sneaindia.com is not responding and certain
inconvenience is caused to all beloved Members and regular visitors of this
website. The efforts are being made to avoid any such issues, and shortly it
will be stable and available continuously.
As such interruption
happened frequently in last few months, to avoid inconvenience to the esteemed SNEA
Members/ leaders and regular visitors, it was decided to have alternate website
for SNEA CHQ updates.
Accordingly,
Shri Niranjan Sahu, AGS SNEA CHQ has developed alternative website with
added features and it was under testing for last few months. Now with start of
New Year 2026, this alternate website is made public and will be available for
all.
This

and this is app based website,
which can be effectively seen on Mobile handset also.

Update on rejected OTP Cases and
further course of action: After issuing the letter for
opening of OTP window for request transfers along with status of circle wise
executive strength in the morning hours of 29/12/2025 and conveying that
pending options can be modified as conveyed under point 4 of this letter, in
contradictory action, the same Pers section has started rejecting all
pending OTP Requests by the evening hours.
Normally OTP requests are given
consideration to the maximum possible extent and the non-considered OTP requests
are rejected or kept in the maintained waiting list so as to give priority consideration
in the next OTP window.
But the situation this year was
different and this time only some OTP transfers were issued as per order dated
02/05/2025 and subsequent transfer orders on a pick and choose basis.
Unfortunately no criteria were
followed for uniform applicability of Transfer policy guidelines and we have
witnessed such a bitter and worst situation in the history of BSNL.
In extreme discrepancies and
utter pick and choose policy, the OTP requests of executives waiting for three
to four years were not considered and in some specific cases, the transfers
were issued even when criteria of
minimum two years stay at the transferred place was completed.
Now it is Open Secret that the
transfer posting orders are not decided by DGM Pers, PGM Pers or even by
Director HR and these are decided directly by CMD BSNL and his Secretariat. It
is fact that CMD BSNL do not have much time to go through all these
requests huge in number, the work may
have been entrusted to person/s who do not have adequate knowledge on the
subject and hence this fiasco was seen and continued for last one year, thereby
totally damaging the well-defined and transparent BSNL OTP transfer
policy.
Though with our keen persuasion,
some corrections were done and some subsequent OTP orders were issued, but unfortunately
it was again just a pick and choose method and the OTP transfers were not
considered in a transparent and uniform manner.
It has been really a pick and
choose approach in dealing OTP Requests by the management and reasons for the
same are best known for all and one has to keep this in mind submitting OTP
Requests this time.
Earlier years, non-considered
OTP Requests were rejected as the number of non-considered cases were less and
this year non-considered OTP Requests are more and were still registered in the
waiting list.
The same has been mentioned
under clause 4 of this letter that the executives may also withdraw the pending
application in the previous OTP window, if any.
Hence it was sure that pending
OTP Requests will continue and there was no need to again submit the requests
by individuals, then its recommendations by BA Heads and GM HR of Circles and
its consolidation by the Corporate Office.
These executives were waiting
with hopes for consideration of OTP Requests as they are in need and it was
quite appropriate that these OTP Requests are given consideration now or would
have been cancelled in May 2025 itself.
As such, when it was quite
possible to modify the pending Option of Circles including its withdrawal, but
by ignoring its own order Pers section started to reject all the cases and some
requests from tenure stations were also rejected.
Noting this, in the late
evening we have raised the following concern with Director HR against this
contradicting act.
· This
rejection after waiting for more than six months of transfer orders of others and
just two days before opening of the new window, is nothing but putting salt
on wounds of the affected executives waiting for their turn of OTP Request
transfers for the last two years.
· This is wastage
of manpower against wish and will of CMD BSNL to use entire man hours for
development works.
· The Pers
section has already allowed facility for changes in pending OTP applications,
and anybody not in need of OTP Request now, will definitely cancel it, then why
is the Pers section rejecting it.
· This also
has created a negative image of Management as many are thinking that this is
nothing but harassment of already frustrated executives.
· We
requested to direct the Pers section to stop this rejection and restore the already
rejected few cases so as to avoid a panic situation among the executives
waiting for their OTP Transfer and also safeguard the downgrading image of Management.
· If the Pers
Section or Management has any specific idea or purpose in cancellation of
already registered OTP but nothing was shared except say that as routine manner
and to treat all applications equally, the same are rejected.
· It is
unfortunate that CMD BSNL is thinking of use of every minute of man hours and
has kept on hold OTP Transfers also and Pers section is wasting such precious man
hours in such repeated activities is matter of concern for all and creates
doubts either on geniuses of written instructions of CMD BSNL published by Pers
section itself.
Director HR and PGM Pers
responded positively and it was agreed to stop the rejection of OTP requests,
but we have seen total reluctance on part of the officers at below level in
stopping it.
The issue was discussed fresh
in the morning hours with all concerned and it was informed that it is not
possible to restore already rejected applications and if the rejection is done
partially then it will cause more complaints.
As such, now all OTP
Requests from and to Non-tenure stations will be rejected and all have to apply
fresh in this January 2026 window with details of his/her rejected OTP Request
till now.
We stressed that again
management will issue pick and choose orders and shared the classic cases which
are being rejected in every OTP window since 2021 and this is happening because
of this rejection and asking for fresh applications and it gives full scope for
pick and choose transfers.
It has been firmly assured that
the data of pending OTP is available with the Pers section and the same will be
used while considering OTP requests with due priority rejected OTP Requests.
Further it is decided that the
executives with rejected OTP Requests should apply a fresh in January 2026 OTP
window and while submission of application he/she should mention details of
rejected OTP Requests till now, so that these cases will be given priority
consideration.
We have raised serious concern
about the rejection of OTP Requests of Executives from and to All India Hard
Tenure Stations and this has been responded positively and it has been decided
that no request from and to all India
tenure Stations will be rejected as these requests will be considered.
But it has been observed that
some Executives who are not completing all India hard tenure by March 2026,
they also applied for OTP request transfers and such cases are being rejected
and they will have to apply in a fresh window.
Important Points related to
this OTP window:
· This OTP
window will be open at 0000 Hrs of 01/01/2026, for SDEs and AGMs in all
wings for inter Circle Request Transfers and for all executives for Intra
Circle Request transfers and it is not limited only for Telecom wing and the
executives from all wings in need of request transfer has to apply in this OTP
window.
· This is the
annual OTP window for Inter as well Intra Circle Request Transfers and all the executives who are completing
tenure or in need of transfer in the period of coming one year have to apply in
this window itself.
· Further, the
applications in this window are to be submitted only for need basis Request Transfers
and not for any stay based transfers.
· Those who
are not in need of transfers should not apply in this OTP window and if applied
then should be ready to join any of the opted Circle.
· But if anybody
wants/desires to break his/her stay by getting posted to a choice Circle/Station,
then he/she may use this as an opportunity and advance planning to avoid
hardship at the later stage.
· The
medical ground request and immunity requests given consideration for retention
earlier will continue till date of retention and no need of any OTP Request
from them.
· But if the
retention period is about to over and there is no genuine ground for further
retention, then it is better that such Executives also opt under this OTP window
for posting to deficit or just sufficient Circles suitable to them and
ascertain a chance to get a suitable circle.
· Further,
under clause 3 of this letter it is directed to give choice for three Circles,
it is not mandatory to give options for three Circles as it is a request
transfer and option to only one Circle is also sufficient to consider OTP
Request subject to available vacancy in that Circle.
· But if some
executives opt for more Circles under wrong information or in a situation that in
case he wants transfer out of the present Circle at any cost, then he/she will
be posted at any of the Circles opted that to be regardless of seniority or
preference of Circles given.
·
It is to
also bring to kind notice of all that the requests given on company cost were
not given consideration during last year and the same approach is expected this
year also. As such, all executives who are really in need of Request transfer
during this window, should take care of it and opt accordingly at Company cost
or at Own cost.
· In these cases
executives transferred to opted Circle will have to accept this order as
chances of cancellation of such transfer orders to unwanted Circle is a difficult
task and hence option should be given to Circle where he/she is willing and can
join the opted Circle after issuing orders in April 2026.
· While
submission of options to Non-Recruiting Circles viz. CNTX Circles, ITPC, BBNW,
Insp & QA and ALTTC, one has to keep in mind that on transfer to these
Circles, the posting is decided by that Circle Head and posting can be done
under the jurisdiction. e.g. on opting
to CNTx-South, he/she may be posted in any CNTx Unit in territory of TN, CHTD,
KRL, KTK, AP or TS Circle.
SNEA CHQ appeals to all
executives who are in need of Request transfers for any reason to take note of
all above points, analyze the vacancy position given and circumstances at
his/her own and submit options only to Circle/s where he/she can join if OTP
Request is considered as chances of consideration of any of options out of
submitted options is quite possible.
In line with the declaration of
Surplus, Deficit and Just Sufficient Circles showing status of strength of
executives in Telecom wing, the similar information is now published for

all Unions and Associations on 18/12/2025, the formal notice is issued by the
General Secretaries of all Unions and Associations for Country wide Lunch
Hour Demonstrations on 08/01/2026, protesting against indifferent Attitude
of BSNL Management regarding approval of Wage Agreement and settlement of
