Update
on court case staying AGM to DGM T Regular as well as Adhoc Promotions: The
court case filed by Shri Amarjeet against BSNL in CAT Chandigarh on seniority
issue thereby granting stay on AGM to DGM Telecom Regular as well as Adhoc
Promotions, was listed for hearing today i.e. 03/08/2026 at Sr No 47. But the
same was not heard due to the paucity of time. On special request of BSNL
advocate for posting this case for early hearing, the case is now posted for
the next hearing on 27/08/2026.
After detailed
hearing the case on 02/07/2026 and an excellent presentation by the Senior
advocate of BSNL for more than one hour with detailed submission in case and request
to allow BSNL to go ahead with DGM promotions subject to outcome of the case as
Administration is facing difficulties. BSNL also submitted that though the applicant
is not eligible for promotions as of now, if desired by Hon. CAT one post can
be reserved for applicant. But advocate of applicant submitted that some more
applications are submitted in the case and the same needs to be heard and
issues raised by applicants need to be given consideration. In the next hearing
which was held on 27/07/2026, advocate for applicant submitted the documents as
directed by Hon CAT in the last hearing and the case was posted for hearing on
03/08/2026. Now the next date is also given with a short time and it enhances
the chances of some concrete decision in this case.
We are
hopeful that in the next hearing Hon CAT will take decision on the case as
final submission from both the sides is as good as completed and if not at
least decision on request of BSNL to go ahead with DGM Telecom Regular
Promotions will be given consideration.
Update
on E5 to E7 Court case at PCAT Delhi: The hearing in court case for
enhancement of E5 Pay Scales E7 filed by SNEA at PCAT Delhi was held on
30/07/2026. SNEA has filed the reply opposing MA filed by AIGETOA as it is attempting
to delay hearing in Original application by SNEA filed before four years i.e.
in 2022. The advocate of AIGETOA asked for time to go through the submission
by SNEA and respond it. Now the case is listed for next hearing on
12/11/2026.

on hearing in Case filed by SNEA at CAT Mumbai on SET Recruitment: The hearing
in the case filed by SNEA at CAT Mumbai against SET Recruitment Process was
scheduled on 28/07/2026, but hearing could not take place as Court was on
leave. Now it is posted for hearing on 02/09/2026.

With indefinite
seat out call by AUAB Uttarakhand Circle and the countrywide struggle with
Black badges on 24/07/2026 and Lunch Hour Demonstration on 30/07/2026 in
support of agitating Uttarakhand workforce against the Uttarakhand Pilot Project
has created tremendous pressure on the BSNL Management. Following a
communication from the Corporate Office, CGM Uttarakhand, held fresh rounds of discussions
with the AUAB Uttarakhand Circle on 31/07/2026.
Based on
the written assurances given by the CGM, Uttarakhand AUAB Uttarakhand Circle
has deferred their agitational programme.
SNEA congratulates
the AUAB Uttarakhand Circle for successfully putting their demand with strongest
unity. We also convey thanks to all the Executives and Employees all over India
in general and Uttarakhand Circle in particular for their active participating
and expressing anguish against absurd and loss making restructuring pilot

conveyed greetings and best wishes for his success in the new and promotional
assignment as CGM BW with additional charge of CGM EW BSNL CO.
In
reciprocation Shri H.S. Bisht, CGM BW/EW conveyed thanks to the SNEA delegation
and assured total support for issues related to executives of the Civil as well
as Electrical wing. He added that
he is aware about the hardship faced by
the Executives in both the wings and will try to extend all possible help.
We requested
for early consideration of representations received against transfers in SDE
Civil as well as Electrical wing promotions and also submitted the details of
possible changes without any disturbing to
office working. He assured us to look into it and take the status of the
cases and see that the representations are given consideration at the earliest.
We also
have detailed discussions on further promotional aspects by overcoming the
issues in different court cases on EE
Civil/Elect promotions and the need for action on part of Management to take
concrete decisions to resolve the long pending dispute.
We
submitted that the early decision on
this issue will give at least one
promotion during the left out services of these Executives. CGM BW/EW
assured for positive consideration so as to go ahead with promotions.
We also
discussed the hardship and difficulties faced by the Executives in the Civil
and Electrical wing and requested for certain initiatives from his side to
reduce the hardship in office working. Shri Bisht assured for all
possible steps after analysing issues and requested us to give feedback and suggestion
and assured for its resolution to possible extent
in the
larger interest of BSNL and its executives.
In
conclusion, we assured full cooperation and support from SNEA to him for
justice to the affected executives of Electrical and Civil wing.

Update on hearing by Supreme Court on SLP by BSNL for AO to CAO Promotions: The SLP filed by BSNL on AO to CAO Court case was heard in Supreme Court on 24/07/2026. Honourable Supreme Court did not pass any specific order but noted observations that BSNL or other affected parties are free to approach Chief Justice of High Court for early decision on pending writ petition to fill 440 vacant posts as the interest of administration is adversely affected since eligible officers cannot be promoted for consequent promotions and disposed off the SLP filed by BSNL. Accordingly, BSNL Management will take up case with Chief Justice of High Court for early decision in the pending writ petition. ORDER <<<>>

Overwhelming Response to the Nationwide Lunch
Hour Demonstration call in Protest of Uttarakhand Circle Restructuring Proposal: The
nationwide call given by the All Unions and Associations of BSNL (AUAB) for
Lunch Hour Demonstrations against the proposed Uttarakhand Pilot Project under
the restructuring scheme received an overwhelming response from the BSNL
workforce across the country.
Massive
Lunch Hour Demonstrations were successfully organized throughout India on 31/07/2026 with
enthusiastic participation from Executives and Non-Executives.
The
nationwide protests sent a strong and unequivocal message against the
unilateral and anti-BSNL restructuring proposal being implemented through the
Uttarakhand Pilot Project.
Although
the BSNL Management initially remained indifferent and avoided meaningful
dialogue with AUAB, the unprecedented response from employees across the
country in general and the strong and
united movement in Uttarakhand Circle in particular, compelled the Management
to initiate discussions with the AUAB leadership both at the Corporate Office
and in Uttarakhand Circle.
The
Executives and Non-Executives have clearly realized that the proposed
Uttarakhand Pilot Project is not merely a Circle-specific issue. There is
growing concern that similar restructuring may soon be extended to other
Circles, as preparatory work has reportedly already commenced in some Circles
and at the Corporate Office. Such a move is likely to adversely affect a large
number of BSNL employees across the country.
The
massive participation in the Nationwide demonstrations reflected the growing
concern and resentment among BSNL employees against the proposed restructuring
plan. Thousands of Executives and Non-Executives from Corporate Office, Circle
Offices, Business Areas, and Operational Areas actively participated in the
demonstrations.
AUAB
Circle and District leaders across the country played a proactive role in
organizing the programmes and addressed the gatherings, highlighting the
unilateral approach adopted by the Management without adequately assessing the
practical operational requirements. AUAB leaders at all levels appealed to the employees to remain united and
intensify the movement, if required, to safeguard the interests of BSNL and its
workforce.
Meanwhile,
the BSNL workforce in Uttarakhand Circle continued its historic Full-Day Dharna
for the fourth consecutive day, demonstrating exemplary unity,
determination, and commitment. This remarkable show of solidarity by Executives
and Non-Executives under the banner of AUAB has created significant pressure on
the Circle Management. The CGM, Uttarakhand Circle, has made repeated appeals
and initiated detailed discussions with the AUAB leadership to resolve the
issues through dialogue.
At BSNL
Corporate Office, Eastern Court, New Delhi, a massive Lunch Hour Demonstration
was organized with enthusiastic participation from Executives and
Non-Executives. The gathering was addressed by the General Secretaries and Representatives
of the constituent Unions and Associations of AUAB, who strongly condemned the
proposed restructuring initiative and reiterated their commitment to protecting
the interests of BSNL and its employees.
