HR issues of BSNL discussed at Top Higher level of Honourable Minister of State Communications: We are glad to inform that with continuous follow up by SNEA on pending HR issues at different level, the HR issues of BSNL Executives are not only being reviewed at BSNL SO and DoT, but now the same are being reviewed at top higher level of Honourable Minister of State Communications and Rural Development, Govt of India.

Dr. Chandra Sekhar Pemmasaani ji Honourable Minister of Communications has conducted special review meeting with Shri. A Robert J Ravi, CMD BSNL, Shri. K. Balaji, Joint Secretary Admn DoT, Dr. Kalyan Sagar Nippani, Director HR BSNL and Shri Rajeev Kaushik PGM Pers/SR BSNL CO wherein pending HR issues of BSNL Executives with financial impact and no financial impact are discussed in depth.

SNEA appeals all executives and employees of BSNL to tweet, retweet, like and share comments conveying thanks to and gratitude to Respected Dr. Chandra Sekhar Pemmasaani ji, Honourable Minister of State Communications and Rural Development.

It is understood that all prominent HR issues of BSNL Executives viz. Third PRC implementation for BSNL workforce, upgraded Standard Pay scales for affected executives in BSNL, Enhancement of SAB Contribution , Review of allowances of BSNL Executives/Employees, Early Promotions of BSNL Executives by overcoming court hurdles, Exploring internal talent of BSNL, Succession plan for officers on deputation to BSNL, Having own management of BSNL, Recruitment of fresh talent for BSNL etc are discussed in depth for its resolution.

In conclusion of meeting Honourable Minister of State Communications Dr. Chandra Sekhar Pemmasaani ji has given clear directions to CMD BSNL that employee grievances are addressed promptly and no legitimate HR issue is kept pending without resolution.

SNEA conveys sincere thanks and highest gratitude to Respected Dr. Chandra Sekhar Pemmasaani ji, Honourable Minister of State Communications for such special review of pending HR Issues of BSNL Executives and to depth discussions with concerned officers of DoT & BSNL and issuing clear directions to BSNL Management to resolve all pending HR issues with priority.

SNEA will continue its pursuation at different level with required feedback and supportive information for early resolutions of pending HR issues and passing on due benefits to executives.

BSNL management also has taken positive stand on many HR issues and it is good that BSNL has started taking action on these issues as per the top higher level discussions and clear directions.

With such high level intervention, we are quiet hopeful for more positive results on pending HR Issues in month of June/July 2026.

AGM Rectt BSNL CO issued notification for direct recruitment of Junior Telecom Officer (Telecom) in BSNL from open market for 100 vacancies. Copy<<<>>

It is good that the ban on recruitment in BSNL after VRS 2019 has been lifted now and recruitment process started after gap of six years.

BSNL was recruiting thousands of JTOs every year but when the now recruitment is being started after gap of six years, then also only 100 post are declared vacant.

Out of these 100 vacant posts, 78 post are in only SIX circles viz. KTK 26, KTL 15, MP 10 MH 16, OD 07 and CHTD 05.

Other Circles have one to three posts and about Nine Circles have no single vacancy of JTOs.

When thousands of JTO post are vacant, the recruitment of just 100 JTOs on pan India basis is nothing but wastage of time and money of BSNL as this is too small quantity to meet present requirement of BSNL over India.

SNEA will take this issue suitably for practical approach in meeting acute shortage of JTOs in filed units and to decrease workload of multiple charges given to the JTOs/SDEs working in the field units and even for consideration of many long pending Rule 8 Request transfers of existing JTOs, which are not implemented just for want of substitute.

Mrs. Jaini Baby, DGM BSNL and stalwart, dedicated Member of SNEA retires on superannuation with highly successful services in DoT/BSNL: It is a moment of pride, gratitude and heartfelt appreciation of Mrs. Jaini Baby, DGM BSNL, Kerala Circle and one of the most respected and steadfast members of SNEA, who retires on superannuation after completing an illustrious and highly successful more than 35 years of dedicated service in DoT and BSNL. Mrs. Jaini Baby has been a true pillar of strength for SNEA. Though she never sought organizational positions or recognition, her unwavering commitment, silent sacrifices, and lifelong contributions have significantly strengthened the Association and inspired generations of executives. Her dedication to the welfare of executives and the growth of SNEA has earned her immense respect and admiration across the country.

Mrs. Jaini Baby commenced her professional journey as a JTO Telecom in 1990 and through her competence, commitment, and exemplary leadership, rose through various positions as SDE since 2001, AGM since 2018 and as DGM LA since 2021, leaving an indelible mark at every stage of her career including 13 years period at BSNL Corporate Office from 2009 to 2022. Her professional life stands as a shining example of excellence, integrity, punctuality, perseverance, and selfless service.

Known for her impeccable work ethic, discipline, and dedication, Mrs. Jaini Baby has always been regarded as one of the most respected women leaders associated with SNEA. Throughout her career, she combined professional excellence with active involvement in Association activities, consistently extending her support and guidance whenever required.

Her professional journey is a beautiful tapestry woven with devotion, integrity, perseverance, and compassion. However, the contribution of Mrs. Jaini Baby extends far beyond her official responsibilities. Her life has been closely intertwined with the history and growth of SNEA itself.

During the long and eventful tenure of her spouse, Mr. K. Sebastian, as AGS and GS SNEA, Mrs. Jaini Baby made extraordinary personal sacrifices. By relocating her family to Delhi and standing firmly beside him throughout nearly twelve years of demanding organizational responsibilities, she became an unseen but indispensable force behind many of the defining moments in the journey of SNEA.

While the Association witnessed the leadership and courage of a GS, Mrs. Jaini Baby displayed an equally remarkable courage as a life partner, facing uncertainties, pressures, and hardships with patience, resilience, and determination. Through every challenge, she remained steadfast, never allowing adversity to weaken her resolve.

Many members will fondly remember her active participation in organizational activities, meetings, demonstrations, and forums, often representing the collective voice of executives as one of the few women leaders in the movement. Her contribution was not merely participative, but it was inspirational. Through her dedication and example, numerous women executives found the confidence to come forward, assume responsibilities, and emerge as leaders within SNEA.

The strength, inclusiveness, and vibrancy that characterize SNEA today carry the imprint of her tireless efforts, sacrifices, and silent yet powerful leadership. After rendering such great and devoted services throughout the life, Mrs. Jaini Baby, retired on 30/05/2026 on superannuation retirement from the highly successful 35 years & five months of services in DoT and BSNL.

SNEA CHQ recognises devoted services of Mrs. Jaini Baby, as committed leader of JTOA, TEOA and SNEA which she rendered to the Executives in BSNL in general and Members of SNEA in particular.

On this great occasion, on behalf of thousands of the members and leaders of SNEA all over India, SNEA CHQ congratulate Mrs. Jaini Baby, for successfully completing such long and spotless services in DoT/BSNL and conveys best wishes for her very Healthy, Wealthy and long retired life.
