Special Seminar by SNEA CHQ on International Women Day:{Report by Ms. Anu Agrawal, CS SNEA BSNL CO}: Women Brigade of SNEA celebrated International Women Day 2026 in a remarkable and special way thereby interacting with majority of Women Executives in BSNL.

On the occasion of the International Women Day, 08/03/2026, Women Brigade of SNEA arranged an online seminar at zoom from 1000 hrs.

This special meeting was presided over by Ms. Anu Agrawal, Circle Secretary SNEA BSNL Corporate Office.

The webinar received greetings from the following dignitaries:

1.  Chief Guest Ms Rupa Paul Choudhury, Former CGM Assam Telecom Circle and presently PGM (Coordination & Monitoring) in CMD Secretariat at BSNL Corporate Office.

2. Special Guest Ms. N. Sujatha. CGMT Karnataka Telecom Circle,

3. Guest of Honour Adv Ms Gauri Puri, renowned advocate from Supreme Court and Delhi High Court fighting for justice of deprived classes with Social Responsibilities.

4.    Shri. M. S. Adasul GS SNEA & President NCOA.

This webinar was attended by hundreds of the Women Executives in BSNL from different corners of India and by certain CHQ OBs and Circle Secretaries of SNEA and this seminar covered following prominent topics:

1. Government Policies for the welfare of Women Executives and its implementation in BSNL.

2. Knowledge session regarding Govt. laws supporting women employees.

3. Experience about response from society and office being a working woman.

The meeting started at 1015 Hrs and within no time hundreds of women officers joined the meeting on a busy Sunday morning.

This was the second edition of an online grand zoom meeting/webinar organized by an association connecting Women Executives across the country to address the issues and inculcate the awareness about the existing policies of Women Executives by the Government of India.

Ms. Pooja Joshi, OS SNEA, Noida UP West and Ms. Renu Yadav, CWC SNEA Haryana gave a warm welcome to all the dignitaries, guests and women officers present in the seminar. They gave introduction of the Chief Guest , Guest of Honor and Special Guest and elaborated about the different activities being conducted on SNEA Platform specially for women executives.

The webinar started after seeking prayer with a melodious Vandana by Ms Renu Yadav, CWC SNEA Haryana, followed by the Presidential address by Ms Anu Agrawal CS SNEA BSNL Corporate Office.

Inauguration of the webinar was done by auspicious hands of Ms. N. Sujatha, CGMT Karnataka Telecom Circle, with her opening remarks by congratulating all for International Women Day and motivated all women officers to come forward and contribute in raising the flag of BSNL higher.

In her Presidential Address, Ms. Anu Agrawal, CS SNEA BSNL CO highlighted how WhatsApp group proved significant in connecting with the BSNL women executives across India and various issues resolved through it. She expressed happiness on such a great response from Women executives in BSNL. She added that sometimes females hesitate in discussing their issues and the WhatsApp group became a bridge in such a situation. Various circulars asked by members were provided in due time regarding various policies. The group helped in creating awareness amongst women about existing rules and policies. She updated the house about the proceedings and purpose of the seminar on the special day. She added that all genuine transfer cases of women executives involving medical ground, spouse cases, single parent cases were pursued on priority and were finally given consideration. Some women Executives raised issues at the workplace and the same were taken with appropriate authorities for its resolution. She requested women executives to be united and come forward to take the lead and raise voice for their issues.

Chief Guest Ms. Rupa Paul Choudhury, PGM Coordination & Monitoring, CMD Secretariat, BSNL CO, appreciated the unique initiative by SNEA in utilizing technology by connecting the Women Officers of BSNL across India. She explained the importance of education and expressed gratitude for all who put in efforts in providing education to us. It is because of their struggles; we are in this better position today. She highlighted the importance of International Women Day this year with the theme Give To Gain by explaining its meaning that when we give generously, everyone gains. As women who have had the good fortune of education and economic independence, we have so much to give. Though there has been progress in many developmental parameters, like the National Literacy rate, there is still much to do. She encouraged the audience by quoting the famous lines of Robert Frost, I have miles to go before I sleep, and miles to go before I sleep. She emphasized that now is the time to give liberally and to give abundantly. We are fortunate enough so we must give to young girls and women who have dreams, who can fly high, but whose wings are tied because of poverty, societal attitudes and customs, predatory environment and so on. Together we can make a difference and volunteer in supporting young girls and volunteering when the opportunity arrives. Raise your voice against wrong doings. As women, each of us has an innate strength, God-given SHAKTI - the capacity for unconditional love, empathy and emotional intelligence. So give abundantly and open heartedly. When a girl rises, a family rises, society rises and in turn the nation rises. She apprised the house about various laws providing equal opportunities and positive discrimination for women. She reminded the audience about Fundamental Rights and Duties as well as constitutional provisions in favor of women. She concluded by quoting Dr B.R. Ambedkar that I measure the progress of a community by the degree of progress which women have achieved. She urged women officers that it is our duty to bring the change we want to see. We have the power to mentor and educate the future generations to do the right thing.

Guest of honor Adv. Ms. Gauri Puri, Renowned Advocate Supreme Court and High Court New Delhi, informed that there is enough legal framework in our country to protect women and it is getting better. She further said, change starts from home, responsibilities need to be divided and need to break stereotypes created in our society. We need to teach our boys not to make fun of girls and it is not a crime if a boy cries. We must appreciate our teachers, because of them we are at this position today. It is time that we make our children learn these little aspects. In professional setup we are in a world which knowingly or unknowingly is not equal. Although so many laws have been formed like equal pay, equal work, but the desired equality still does not exist for women at the workplace. The time we spend in our workplace to create a space for ourselves must be spent to work on our talent, to work on business ideas. We must not try to make room for ourselves or try to prove ourselves but rather spend that time in polishing our talent and skills. She highlighted the fact that although laws are there for protection of women jobs during maternity leaves but still there are cases where women are losing their jobs. She emphasized that we must be conscious of what our children are watching online. Right to health has been considered as important as right to life and similarly other aspects are also getting improved day by day. She appreciated initiatives by SNEA and urged more and more women to come forward.

Shri. M. S. Adasul GS SNEA & President NCOA addressed the gathering conveying best wishes and greetings on International Women day. He congratulated Women Brigade of SNEA for taking such initiatives and arranging a nice webinar and inviting prominent Speakers for valuable guidance to house. In his motivational address he shared that since childhood, he has been inspired by his mother and following all her instructions and he feels proud of it. He said that women executives are pillars of SNEA and SNEA always gives weightage to female members. He added that SNEA has successfully taken various issues of females to management and will continue the same spirit and tempo. He expressed grief on Inter Circle transfer and hardship faced by the affected executives in general and women executives in particular. He narrated that when a female is away from the family, then the whole family gets disturbed and routine of the entire family is disturbed and special privilege is required for female executives. He highlighted the courage hidden in women and elaborated that whenever opportunities or situations demand, females take the lead even in the worst situation and set things rightly and perfectly. He apprised the house about how Chhatrapati Shivaji Maharaj was inspired by the great teachings and valuable guidance of his Mother and with such great guidance only he made a great kingdom with great vision inspiring the World. He further said that daughters are taking more care of parents in todays scenario as compared to sons and this is possible with the strength and will power of women and appealed to all to take care of their parents, especially mothers. He added that SNEA will always stand with its members especially the female executives for resolution of their grievances. He further assured that SNEA has already taken the issue and this year all executives transferred under earlier long stay transfers females will be going back to their home or choice stations. He further assured that issues raised in this meeting will be resolved and taken care of so that hardship faced by female executives is reduced to a better extent. He added that the Women Officers of BSNL continue to bring laurels and pride to BSNL through their dedication and excellence in their respective fields. He took the opportunity to congratulate all and appealed to motivate others also for the same. In conclusion of his address, he once again congratulated SNEA Women Brigade for such a special and grand webinar and expressed gratitude for giving him an opportunity to address the virtual meeting.

Ms. Anu Agarwal, President of function, summarized the addresses of all the speakers and thereafter the house was opened for all participants to share their views.

Sensing the opportunity, Ms. Richa Chauhan JTO UP East who received 2nd best performer award in UP East Circle amongst 1900 employees with certificate of appreciation and cash award from CGMT UPE Telecom Circle, was virtually felicitated and congratulated. She shared her experience and feelings with the house.

Ms. Smita Darshetkar, PA to DGM Goa BA was felicitated by National Book Trust for 25 years of literature work in Goa. She encouraged and motivated the female officers by reciting a poem titled as Mein Stree Hun. She also raised the issue of restrooms at the workplaces.

Ms. Umamaheshwari, VP SNEA Chennai TD, recited a poem written by her daughter titled Who You Are. She requested to bring the executives back to their home.

Ms. Smitha Chandran, EM SNEA CHTD  spoke about the difficulties faced by single parents due to their long stay transfers. She further raised her concern about basic amenities, hygiene for women at workplaces. She further suggested having more discussions and activities on this forum and sharing it in the WhatsApp group.

Ms. A K Ajeetha shared her feeling and requested to bring the executives back to their home.

Ms. Jyoti Jha VP SNEA Pune and JTO Trans, Pune Circle recited a poem and highlighted the strength of women and encouraged Women Executives.

Ms. Jhuma Ghosh, Noida raised the issue of Intra-Circle transfer disturbing the family life.

Ms. K. N. Begum, Vishakhapatnam raised the issue regarding the condition of broken chairs/ poor furniture in offices leading to health problems.

Ms. Sridevi discussed the offensive and derogatory remarks of senior officers during her initial days in the job.

Ms Dipty, Odisha appreciated the initiative of SNEA team.

Ms Priyanka Yadav, JAO Noida, shared her difficulties and how she has been harassed by the Management of BA Noida and requested for support in resolution of issues.

Every participant was given opportunity to share their views and in overall discussions, the house was apprised about the right of Women Executives and how efforts are being made by Female Brigade of SNEA to protect the respect and rights of Women Executives in BSNL and SNEA is taking care in resolving the issue of bringing back women officers to their respective places. It was informed that sexual harassment committees are being formed in every circle and such cases should be informed immediately.

It lies on our wisdom whether we have to share personal issues with our seniors or not. All officers were requested to be in touch with leaders at Circle/BA/OA level and apprise them about the issues regarding basic amenities, washroom, restroom, furniture etc.

It was also assured for persuasion of issues shared by each one in the meeting and its support by SNEA CHQ and Women Brigade of SNEA.

Shri. Manish Samadhiya, AIP SNEA CHQ congratulated all on International Women Day and conveyed thanks for active participation and assured all possible support from SNEA.

Ms. Anu Agrawal, CS SNEA BSNL Corporate Office conveyed vote of thanks to all dignitaries and guests for sharing the words of wisdom and apprising all female officers about the legal framework existing in our offices. She specially conveyed thanks to Women Executives attending the virtual online meeting across India on a busy Sunday morning and for active participation. She further said we must become vocal and raise our voice whenever required, even if it is a small issue we need to speak up. It was also informed to be in touch with local leaders but if required higher leadership can always be contacted anytime. WhatsApp group was formed with the aim to bring women to one platform and unitedly resolve the issues by supporting each other. The group is indeed fulfilling its purpose and creating awareness amongst the women executives of BSNL.

Ms. Renu Yadav, CWC SNEA Haryana and Ms. Pooja Joshi, OS SNEA, Noida UP West Circle beautifully anchored the entire proceedings of the webinar and impressed the audience with their expert comments and summarization of proceedings.

The proceedings of Webinar started at 1000 HRs concluded at 1240 Hrs by sharing moments of joy and creating awareness amongst each other. This webinar inculcated the feeling that women officers of BSNL are not alone, SNEA stands firmly with them.

Meeting of All Unions and Association in BSNL: The Meeting of All  Unions and Associations of BSNL was held in the office of NFTE CHQ, Atul Grove Road, New Delhi. This meeting was attended by General Secretaries and representatives of BSNLEU, NFTE, SNEA, SEWA, AIBSNLEA, DEWAB  and CBOWA.

Shri. C. Singh, Chairman presided over the meeting. Shri Animesh Mitra, Conveyor briefed the meeting about the issues discussed in the last meeting held on 19/02/2026 and updated about further progress on all these issues and also shared the agenda to be discussed in the meeting.  

The following issues were discussed and unanimously decided in this meeting.

1.  The progress of the decision for taking matter with all Hon. MP was discussed. The efforts taken by some of the Circles were appreciated and it has been decided to expedite the process further so that issue is taken with each and every Honourable MP by all Circle/District Level leaders. 

2. To write a letter to CMD BSNL and to have a Meeting with CMD BSNL for preparatory works for resolving pending HR issues of BSNL Executives and Employees in the Month of April 2026 as assured for the last six months.

3. To oppose any Lateral Entry at Managerial level above JTO/JAO and demand for immediate review of ongoing SET Recruitment process with priority to available Internal Talent in BSNL. 

4.  The issue of undue delay in positive consideration of illegal and unethical Chargesheets to Office Bearers of SNEA & AIGETOA with Major Punishment of reduction of two increments for two years just for entering office of Shri Partibhan, CGM CHTD Circle was discussed in length and it was decided to believe on one more assurance by BSNL Management for its positive consideration before retirement of Shri Partibhan CGM CHTD/TN by 31/03/2026.

5. It was also decided that if appeals submitted by these OBs against Punishment orders  are not decided before the last week of March 2026, then start a protest action by observing Black Week before retirement of Shri. Parthiban i. e. from 25/03/2026 to 31/03/2026 with the special Twitter campaign for entire week on this single issue projecting wrong doings, vindictive attitude, biased approach and anti BSNL activities of Shri Partibhan CGM TN/CHTD Circle its blind support by the BSNL Management.

6. On transfers of CGM TN, GM HR TN and GM HR CHTD, it was decided to drop the demand for transfer of CGM Shri Partibhan, as he is retiring this month. 

7. It is decided escalate the demands of immediate transfers of GM HR TN and CHTD  with Secretary  DoT as after repeated assurances BSNL Management has not transferred Shri Bhaskar, GM HR TN who is involved in anti BSNL activities is retailed in CHTD Circle for last 16 years and Shri. Tulasi Raman, JtGM Arch  who is illegally and unofficially given charge of GM HR by CGM TN. 

8. It is decided to take up the issue  with the PMO for posting of Regular CMD BSNL by elaborating  issues faced by BSNL due to non-Posting of Regular CMD  BSNL for a prolonged period.

9. It was updated that the IDA enhancement issue is being reviewed by DPE and decided to continue its further persuasion so that it is implemented in Salary of March 2026 with arrears. It was also decided that if no action is taken for implementation of enhanced IDA w.e.f 01/01/2026, then the further course of action will be decided in the next AUAB Meeting.

10.  The meeting discussed repeated rumours being spread on social media about different issues and activities in BSNL and it has been resolved to demand CMD BSNL to take action against culprits who are spreading negative and non-factual information on Social media including rumours damaging the image of BSNL. 

11. It has been decided to oppose any proposal of  VRS and implementation of 3rd PRC for all executives and employees with tagline No VRS, Ensure Third  PRC and to  take up a matter of waiver of  Affordability clause with DoT/Government of India with keen persuasion with DoT for further progress of Wage Negotiation agreement sent by BSNL to DoT. 

12.  The meeting discussed proposal by PMO for reduction of officers on deputation and appreciated initiatives by PMO and resolved that the same should be started with immediate effect starting with replacement of all DGMs from DoT working in BSNL on Deputation by posting substitutes among working DGMs/AGMs of BSNL and to take up matter further for having own Management of BSNL in this Silver Jubilee Year of BSNL.

13.  About proposal of Reduction of Employees of BSNL by PMO, it was discussed and decided that AUAB will oppose any such proposal for reduction of staff by taking up matter with PMO for this misleading information by BSNL and DoT. AUAB will take up matter further with all relevant details for immediate recruitment of some JTOs/JEs in BSNL and to stop wrong comparison between BSNL employees and employees of other private telecom operators and if it is to be done them it should be case by cases basis. 

14. The meeting unanimously condemned the wrong propaganda damaging the image of BSNL in society about Prayagraj visit of Director CFA in a totally cooked and planned manner. The meeting expressed to stand with the Director CFA who is known for high ethical values and who has contributed much to the growth of BSNL over the years. It is decided to take up matter with CMD BSNL as well as with the office of Honourable MoC to take action against the culprits who are involved in this act of defaming the name and fame of BSNL in the manner which never happened in BSNL.

15. Matter to be taken with CMD BSNL for restoration of earlier practice of Monthly interaction with General Secretaries of Unions and Associations updating about Growth and development issues of BSNL.

16. It was discussed in length and decided to continue with the name All Unions and Associations of BSNL (AUAB) by designing a separate logo for correspondence by AUAB.

17.  The issues related to Membership verification are to be taken up  individually and separately by the concerned Unions/ Associations .

18. To stop discussing issues in length on WhatsApp group and to discuss all issues in the Meeting itself.

19.  It was also decided that the meetings this forum of All Unions and Associations of BSNL should be attended and addressed by General Secretaries personally by giving it priority and only in case of emergencies the representatives can be deputed with proper authorization and in meetings GS should convey views of his Association/Union and not of others.  

20. It was decided that the HR issues common to Executives and Employees to be taken on the platform of this forum of Unions and Associations of BSNL and other issues related to only executives to be taken by Associations and issues of Non-Executives to be taken by Unions.

21. Issues taken on the platform of this forum of Unions and Associations of BSNL should not be taken on other platforms and vice versa.

22. All leaders should attend the meeting in a given time and from next time the meeting will start at a given time without waiting for anybody.

23.  The next meeting of AUAB will be held on 24/03/2026 in the Office of BSNLEU at 1130 Hrs.

After elaborate discussions from 1130 Hrs to 1400 HRs, the meeting concluded with vote of thanks and appreciation by host of the meeting Shri. C Singh, GS NFTE and Chairman AUAB.

Last Date for Submission of PUA Certificate : Online ESS/ERP Window for submission of self-certificate for continuation of payments of the  Professional Upgradation Allowance (PUA) through ESS is open now and it will be closed  by 2359 hrs on 20/03/2026.

Hope all have acted sincerely and submitted this PUA certificate which is just a few seconds action. Please act immediately and avoid last minute issues in submitting the PUA Certificate.

The chances of extension of this  window are less and from past experience and there is time in hand for implementation of these options till April 2026, hence one has to submit self-certificate without waiting for extension of the last date.

Non-submission of this certificate will stop PUA allowance every month which is paid in monthly salary@ 2% of your basic.  We appeal one and all to act immediately and submit a PUA Certificate by today itself and avoid any issues due to it.

Update on SAB contribution on LIC Website: Since long, the executives in BSNL were demanding for update of SAB contribution by BSNL from LIC side and the officers from LIC were assuring since last one year, but the same was not updated by LIC due to technical reasons.

This issue was continuously pursued by SNEA with BSNL Corporate office as well as with LIC and by now majority of technical issues are resolved by M/S LIC and now the SAB contribution of each member is visible on LIC website and finally members can check the SAB corpus amount deposited against their account.

LIC has published a User Manual providing step by step instructions for logging in to LIC Portal and to check updated SAB contributions. Copy<<<>>

The issues of year wise contribution data till present date, has been taken up by BSNL with LIC and hopefully the same also will be made available shortly.

Members can now login to the LIC portal and view the contribution details against the LIC Group Policy.  

For login, the same email id which is updated in ERP/SAP portal is to be used. In case any employee faces difficulty in registering on the portal then they may contact the concerned Nodal Accounts Officer in their BA/Circle.

Though data has been updated for all by BSNL, till some Members may be facing issues and this may be due to incomplete information on BSNL ESS/ERP Portal and mainly wrong or missing email ID.

If anyone is facing such issues, he/she may check for correctness or in use email id in ESS Portal and if it is wrong or missing the same may be updated and the details may be intimated to Nodal Officers.

Employees having individual LIC policies also need to update the same e-mail id to be registered with both/all LIC policies as in case of a different email IDs, errors are observed during login.

Till anybody has any issue in getting information, he/she may check with BA/Circle Nodal Officers, till issues if any may be updated to update DS/CS SNEA concerned, who will respectively take up it at BA/Circle level.

For issues to be taken at Corporate Office and/or LIC, the details may be shared by SMS/e-mail Shri. Pawan Beniwal, AO EPF BSNL Corporate Office, New Delhi {Mob: 9416837849 and E-mail id: agmca1bsnl@gmail.com} for getting SAB contribution updated on LIC Portal for any such missing cases.

Update on Implementation of increased IDA in BSNL: By taking serious note of the unrest among BSNL Executives about indifferent order issued by DPE on increase of IDA from 01/01/2026 and confusion created thereof, on 11/03/2026, Shri M. S. Adasul, President, NCOA/GS SNEA and Shri V. K. Tomar, Chairman GC NCOA/GS MEA CHQ had a meeting with Economic Advisor/JS, DPE for confirming factual information in respect of IDA OM addressed to the Secretaries of Administrative Ministries and related issues .

The issues discussed in DPE are as follows.

1.    Marking copies of OM to CPSEs: The copy of the IDA OM had not been endorsed to the CMDs of CPSEs, which used to be the earlier practice. We also added that OM has not been uploaded on the DPE website, due to which considerable confusion and the delay in communication to CPSEs is being experienced.

Response: This time the IDA OM has not been endorsed to the CMDs of CPSEs because a number of CPSEs have not yet provided the information sought by DPE regarding the pattern of DA being followed i.e. IDA/CDA and which PRC is implemented and number of serving employees in their respective CPSEs. He added that until this information is updated by all CPSEs on the PE Survey Portal, the IDA OM will be communicated only to the Administrative Ministries and not directly to any of the CPSEs. Once this information is updated by all CPSEs on the portal, the earlier practice will be restored.

2. Mention of the financial implications in implementation of increased IDA: We expressed that special mention of the responsibility of financial implications in implementation of increased IDA will rest with the Administrative Ministries is unwanted as the same has been clarified at the time of implementation of the Pay Revision Committee (PRC) recommendations. This special mention has created unnecessary doubts, particularly in the case of loss-making CPSEs and we requested for removal of this clause or issuing corrigendum so as to clear the unwanted confusions.

Response: In response Respected Economic Advisor DPE appreciated the concern raised by NCOA and informed that as per his information the OM has been implemented in many CPSEs and any CPSEs has any issues the same may be brought to notice of DPE. He added that as OM has been and will be implemented there is no need of any corrigendum at this stage or this OM. But assured that this reference will be removed in future communications from April 2026 onwards.

3.    Constitution of Fourth Pay Revision Committee (PRC): We requested for the status of constitution of Fourth Pay Revision Committee by DPE as 8th CPC has been already constituted and started functioning.

Response: Till now no action has been taken for the constitution of the Fourth Pay Revision Committee The PRC and CPC have one year gap in its implementation. On our query about any chances of its constitution in the coming days, nothing was firmly assured and hence we feel the issue of constitution of the Fourth Pay Revision Committee needs to be taken up at appropriate higher level and accordingly, the NCOA will continue to pursue matters further.

Persuasion for Endorsement of IDA OM by DoT: After meetings in DPE in morning hours, in the afternoon hours, we discussed the issue of endorsement of IDA increase orders by DoT to BSNL which was pending since 02/03/2026.

After pursuing with different units and sections in DoT and confirmation of doubts and queries by DoT with concerned officers in DPE and getting all issues and doubts cleared, finally IDA order has been endorsed by DoT to BSNL and MTNL and it will be separately endorsed to other CPSEs under DoT and also to all CCAs for adding increased IDA to the pension of retired employees and executives.

Thus, with continuous persuasion at DPE and DoT finally IDA OM has reached the Estt Section of BSNL CO and we are pursuing further for its implementation in BSNL in salary of March 2026.

Meantime, as usual, some rumors are still active on social media that IDA has been frozen, IDA will not be paid to employees/executives of loss making CPSEs etc which has no meaning at this stage.

Though it is fact that OM for increase in IDA from 01/01/2026 and its implementation has been delayed for more than two months and this delay is due to an administrative issue and mainly in getting information about status of implemented PRCs and no response from some CPSEs and no any specific reason.

We are taking care of real issues if any and we are sure that all such issues will be settled with implementation of this IDA OM in Salary/Pension of March 2026.

Update on different Court cases:

·  Court case on LICE JTO/JAO Pay Loss Case at CAT Ernakulam: The Payloss case filed by SNEA, related to LICE JTO/JAO, came up for hearing at CAT Ernakulam on 12/03/2026. The BSNL advocate was not present and a request was submitted by his junior advocate for adjournment of the hearing. Accordingly, the Honourable Tribunal adjourned the matter and posted for the next hearing on 15/06/2026.

· Court case on JTO to SDE Promotions CAT Chandigarh: The Court case filed at CAT Chandigarh on JTO to SDE SCF Promotions was listed for hearing today i.e. 11/03/2026. However the counsel for the applicants was absent today and hence no hearing took place. The case is adjourned and posted for next hearing on 22/04/2026.

·    Court Case on Regular Promotions of DGM Telecom: Hearing in Court case filed at CAT Chandigarh on DGM Promotions staying Regular Promotions was held on 10/03/2026. BSNL has submitted rejoinder with fresh submission in this long pending court case staying DGM Regular Promotions. The same was handed over to the advocate for applicants, who has to submit a reply to it. Accordingly, the hearing in this case is now scheduled on 23/04/2026.

AGM Pers BSNL CO writes to all Circle Heads calling the Report/ Recommendations of Circle Heads for Medical cases Transfer/ Retention/ Cancellation. Copy<<<>>

BSNL Corporate Office vide letters dated 30/06/2025 {Copy<<<>>}, 30/09/2025 {Copy<<<>>} and 05/11/2025 {Copy<<<>>} has requested Circles for scrutiny and to forward their recommendations in respect of cases deferred /to be deferred on Medical Grounds.  

This office is receiving requests from Circles as well as directly from executives seeking transfer or retention/cancellation of transfer orders on medical grounds apart from the names listed in letters referred in this letter.

It was directed to review the medical condition of the executive/dependents, as the case may be, by a three-member committee every year during February/ March, if needed by obtaining second medical opinion from Medical Board and submit a report for exempting these executives or otherwise from annual / other transfers shall be submitted to Director (HR) by first week of April.

The cases which are complete in all respect, along with clear and reasoned recommendation by Circle Heads as per instructions issued by Corporate Office are to be forwarded to Pers Section office for review.

The letter clearly mentions that the cases received without the explicit recommendation of the Circle shall not be considered for Transfer/ Retention/ Cancellation as the case may be.

SNEA appeals all individuals having genuine medical issues and need Transfer/ Retention/ Cancellation in Inter Circle Transfers may take note of all these instructions and see that their request is recommended by Circle Head with due recommendations and not just forwarding letter to request.

All CS/ DS SNEA all over India are requested to look into all such individual requests on genuine medical ground are properly scrutinised and then recommended to Pers section Corporate Office by end of March 2026 or maximum by First week of April 2026 so that no one suffers as witnessed during last year transfers.

Update on confusion being created on freezing IDA for BSNL: Since last week, there is much confusion created among the BSNL Executives and Employees about the implementation of order issued by DPE for enhancement of IDA w.e.f. 01/01/2026 as the said order is not yet endorsed by DoT even after one week of order issued by DPE. It is seen that some WhatsApp messages are being circulated by propagating that the IDA is frozen for loss making PSUs and hence it will not be implemented in BSNL.

In this regards it is to inform that SNEA has already updated that there are some changes in this IDA order and this order has been marked to the concerned Administrative Ministries and these Ministries will endorse these orders to concerned CPSEs and in case of BSNL it is to be endorsed by DoT.

DPE has done these changes as some PSUs have not responded to the report called by DPE about status of implementation of Pay Revisions and its applicability to all CPSEs and after prolonged persuasion also the said data is not received from certain CPSEs. Hence, DPE has held concerned administrative Ministries responsible for the same and DPE will interact with CPSEs through its administrative ministries.

We have taken up this issue again with DoT and DPE about the said clause in DPE order and confusion thereof and it has been confirmed that there is no proposal to freeze IDA and this was just an attempt to get the said information from CPSEs who have not submitted information. We are assured of required corrective action to restore earlier process and issuing clarification clearing all such doubts.

We will continue to pursue this issue for fresh order by DPE and/or endorsement of this  IDA enhancement order by DoT and we are hopeful for implementation of IDA enhancement for BSNL Executives and Employees in the Salary of March 2026.  

SNEA appeals to one and all not to believe in any such rumours and be assured that all confusions on this subject will be cleared shortly with implementation of IDA enhancement order.

AGM Estt BSNL writes to all Circle/Units Heads of BSNL for submission of online Certificate by all executives for regularising Personal Upgradation Allowance for FY 2025-26. Copy<<<>> 

A window for submitting self-certification regarding expenditure of Personal Upgradation Allowance for purchasing books, journals etc at the end of every financial year to regularize the payment of PUA for the financial year ending 31/03/2026 is made available in ESS portal.

This window will be open from 11/03/2026 to 20/03/2026 for all executives working in BSNL and it is mandatory for each one to submit his/her option, which is online process of just a few seconds.

If anybody fails to submit the option in a given timeline, he/she will not get Professional Upgradation allowance (PUA) during Year 2026-27 which is 2% of basic of individual as on 01/01/2026.

SNEA appeals all executives to submit self-certificates in given time and latest by 20/03/2026 and please do not wait for opening of the window again and avoid any last minute complications/ issues and please do not give up your own 2% of PUA available to you as serving executive of BSNL.

Status of ongoing Promotions:

1. CAO Promotions: About all issues related to CAO promotions are cleared by now. Only legal opinion from ASG  for going ahead with Promotions is awaited, which is expected  at any time. We are expecting ASG opinion and the promotion orders in the coming week.

2.  SDE Civil Promotions: All formalities related to DPC for SDE Civil Promotions are completed and Promotion order was expected to be issued this week, but missed due some small administrative issue. We are hopeful for completion of DPC and Promotion  orders in the early coming week.

3.  SDE Elect Promotions: VCs and SCRs were received from all Circles in the last week. The DPC Process  has been initiated by the EW wing. We are pursuing for holding early DPC for SDE Elect Promotions and we  are hopeful for the DPC and Promotion orders in the coming week or by next week.

4.    SDE Promotions under PwBD quota: The reports and required information from all Circles is received long back  but the DPC process is yet to be started. We are pursuing holding  early DPC and Promotion orders thereof.

5. Promotions of other wings and cadres: We are also pursuing Promotions of other wings and cadres, but it will take some more time due to ongoing other promotional processes. We will update further progress  accordingly as and when received.

Update on Pending Court case on AGM to DGM Telecom Promotions: Hearing in court case on DGM Telecom Promotions at CAT Chandigarh was held on 06/03/2026. But hearing held by Bench which has not heard this case earlier. Now, it is directed to be heard with Bench of Honourable judges, who have heard this case earlier. The next date of hearing is 27/03/2026.

Hearing in another court case on AGM to DGM Telecom staying DGM Regular Promotions in the same court i.e. CAT Chandigarh is scheduled on 10/03/2026.

We are hopeful  for clearing of both these cases at the earliest so as to go ahead with DGM Telecom Regular/Adhoc promotions creating many more vacancies in below cadres viz. AGM, SDE, JTO and JE Telecom. Hope for the best.

Satyamev Jayte/ Truth alone  Triumph:  Since the formation of BSNL it was the demand of some groups to reckon the seniority of JTOs recruited by BSNL against RY 2001  w.e.f. 1996 on the plea that there was no direct recruitment in JTO cadre since 1996. Their demand was to interpolate JTOs of 2001 RY along with promotee JTOs of 1996 onwards in order to prepare the eligibility List in 1: 1 ratio.

This demand appeared to be very attractive to some of the new JTOs and it was utilized by these groups against SNEA which stood along with BSNL decision based on DoPT Guidelines on seniority.

Many Original Applications were filed before various Central Administrative Tribunal like Chandigarh, Hyderabad, and Chennai Ernakulam by these groups with the above demand and obtained the stay on promotions from JTO to SDE since 2010.

In the OA 185 of 2013 filed before CAT Ernakulam by the group, some JTOs of Ernakulam got impleaded on behalf of SNEA CHQ by engaging very Senior Advocate O.V Radhakrishnan before CAT Ernakulam.

On dismissal of these OAs by CATs, an OPCAT was filed before High Court of Ernakulam by this group and obtained the stay on SDE promotion. The OPCAT was defended by SNEA and the High Court did not allow their demand for retrospective seniority from 1996, but quashed the eligibility List to the extent it include promotee JTOs in excess of their quota and  directed BSNL to prepare the Eligibility List strictly as per recruitment rules.

Accordingly, BSNL issued the Eligibility List of JTOs recruited by DoT up to the year 2000 in accordance with Rules and initiated action for DPC. Then one more OA 508 of 2018 was filed by these groups before CAT Ernakulam challenging the eligibility list and praying for stay on DPC.

At that stage on behalf of SNEA CHQ, Ten JTOs from Ernakulam got impleaded in the above OA through Senior Advocate OV Radhakrishnan and their attempt for stay on DPC was thwarted and BSNL issued promotion order of more than 3000 JTOs to SDEs in 2018.

Then applicants moved petition against then CMD BSNL and then GM Personal alleging contempt of court. Many times GM Personal Corporate Office came down personally to Ernakulam to attend hearings at CAT Ernakulam and at one stage there was even a serious thinking in the Management to cancel the promotion orders issued to JTOs to escape from contempt proceedings.

With the strong intervention by the JTOs on behalf of SNEA through Senior Advocate O. V. Radhakrishnan as well as with proper briefing and liasoning with BSNL counsels Advocate George Kruvila and BSNL Senior Advocate Jaju Babu, the petitioners could not succeed in establishing their demand and have finally withdrawn the court case. During the last 13 years from 2013 to 2026 there were many sittings in CATs and High Court for this case.

Though most of the above promoted JTOs took VRS from BSNL, Shri George Verghese, Ex CS SNEA Kerala was personally present in all occasions in CAT and High Court and after his enrolment as advocate in 2021, on behalf of SNEA, he was appearing before CAT.

Finally, recently on 11/02/2026 the Original Application 508 of 2018 before CAT Ernakulam has been withdrawn by all the three applicants on their own. Copy<<<>>

Accordingly, the OAs filed since 2013 are closed in Year 2026 without any benefit to any JTO but delaying JTO to SDE Promotions for a minimum ten years. With this the attempt BSNL Executives and mainly young JTOs were misled for more than 20 years without any legal ground by filing cases one after another.

Finally, nothing has been achieved as was projected but precious time of eight years has been wasted in overcoming hurdles in JTO to SDE Promotions from 2010 to 2018 and now after eight of SDE promotions in 2018, this court case is withdrawn by applicants.

Thus litigation continued for sixteen years i.e. from 2010 to 2026 and finally case is closed with withdrawal of application but precious years of career of more than 10000 JTOs of BSNL wasted due to this  continued litigations with expenditure of lakhs of rupees from BSNL, applicants and SNEA.

Thus prolonged process of repetitive litigation in courts delayed SDE promotions of many JTOs for more than a decade. With this withdrawal of Court case by applicants after a period of 15 years of litigation it is once again proved that the stand taken by Management and SNEA was as per DoPT guidelines and nothing wrong in it.

This is why SNEA has been appealing to all executives in BSNL to avoid the court cases and if any case is filed under any extreme conditions, then please do not demand for staying ongoing promotions and let the promotions go ahead subject to outcome of the court case so that justice, if any, prevails.

This is a proud moment for SNEA in its struggle to extend justice to all, without appeasement to none, establishing the proverb Truth alone Triumph/ Satyamev Jayte.

SNEA conveys sincere thanks and gratitude with highest appreciation to Shri George Varghese, Former Circle Secretary SNEA Kerala for his tireless persuasion in this court case by taking personal interest and representing SNEA in its pursuit for justice that to be without charging even single rupee from SNEA and to Shri. Central Board of Trustees of EPFO in its 259 Board Meeting has recommended for continuation of present EPF Interest Rate 8.25% for all EPF Account holders during Year 2025-26.   Press RLEASE <<<>>

EPFO Board of Trustees has also approved pilot project for auto-initiation of claim settlement in inoperative EPFO accounts with unclaimed balances.

This is great relief to EPF Account holders who were under fear of reduction of EPF Interest Rate and losses thereof.

DGM Trg BSNL CO issued orders for postponement of dates of SET Notification and now last date for registration is shifted from 07/03/2026 to 30/03/2026 and Examination scheduled on 29/03/2026, will be notified at later stage. Copy<<<>>

This order is issued in continuation to the discussions held with CMD BSNL on 26/02/2026 by the associations and response by the CMD BSNL. 

Meantime SNEA is pursuing for cancellation of SET Recruitment process with DoT by giving factual position how the External SET recruitment process itself is defunct and how internal talent is available to meet succession plan desired by Honourable Minister of Communications to have its own Management of BSNL.  Let us hope for the best.

Update on Meeting of Associations with CMD BSNL: A delegation comprising the General Secretaries of SNEA, AIGETOA, SEWA, and the President of AIBSNLEA along with other leaders, met the CMD BSNL on 26/02/2026.

The meeting was held in the Board room wherein Director HR and PGM Pers were also present.

The leaders demanded in one voice to withdraw an unofficial ban on all HR activities and stop shifting every HR issue to April 2026.

We conveyed mass unrest among the executives due to not considering any of the HR issues including Request transfers from Tenure Completed executives and non-issuing Promotions even after clearance of court cases.

CMD BSNL informed that there is no ban and the issues are being sorted out but will be decided in April by keeping in mind the targets of the year.

We narrated that not clearing any of the HR issues has already caused negative impact and demotivation among the executives and it is adversely affecting the targets.

CMD categorically informed that the issues are being looked into and nothing is stopped and added that an issue like PRC needs some more time.

The Point wise discussions are as follows.

1.  Undue delay in AO to CAO Promotions: Leaders raised serious concern over undue delay on issuing CAO promotions even after clearance from the High Court and Directions from Supreme Court and this is reason for mass unrest.   

The CMD informed that management intends to take a legally vetted step, as there have been many representations and notices. He pointed out that such a step would make the order fool proof against any legal challenges. He added that his aim is to see that once a promotion order is issued the same cannot be challenged in any court.

Accordingly, BSNL has sought an opinion from the ASG, which is expected by next week. He also stated that he, along with PGM Legal, is personally following up to expedite the matter. Once the opinion is received, BSNL will issue orders for the much-awaited promotions. Associations insisted on the timeline and it was informed that the issue will be reviewed on receipt of legal opinion and on positive recommendations for going ahead with promotions, the orders will be issued immediately.

2. Deferment of SET Recruitment: The association side expressed its unhappiness over the continuation of the registration process despite the categorical assurance by management to defer it.

The management informed that necessary action is being taken to further extend the date of the examination. However, it was also stated that there is huge pressure from the DoT/GoI to recruit fresh candidates in BSNL, and hence immediate deferment may not be possible from BSNL side. Instead, they proposed postponing it to seek time to convince DoT regarding the apprehensions raised by the associations.

CMD BSNL shared that SET Recruitment is no way affecting the serving executives and then we have categorically explained how it is affecting career progression of existing executives and how it is wrongly projected as a succession plan for ITS on deputation.

We said that any lateral entry of any fresher at a higher level than JTO/JAO in unacceptable and we can’t allow that.

CMD BSNL directed PGM Pers to look into the concern expressed by the associations and directed PGM Pers to update him accordingly.  CMD BSNL informed that let the registration process go ahead and issues can be discussed and decided and after review it may continue or may be scrapped also. We categorically stated that this is in complete contravention of the assurance made by management in the first week, and if the process continues, the associations will be compelled to launch organizational action programs to stop it. It was also highlighted that all associations are united on this issue and a joint program will be launched.

3. Promotions in All Cadres for Eligible Executives: Management informed that promotions are being delayed due to conflicting approaches among stakeholders. We stated that all associations have jointly submitted a proposal for promotions wherein all eligible executives can be promoted. The proposal was found to be legally feasible, and an administrative decision is required. The CMD replied that he is agreeable to any proposal that does not result in an increase in posts. When it was clarified that there would be no change in the sanctioned strength, he agreed to discuss it further subject to no change in number of  posts and directed Director HR and PGM Pers to deliberate and submit a summary.

4. JTO to SDE Promotions for Civil wing: We narrated that the reluctance of Management on Promotions is clearly visible as the Proposal for JTO to SDE Civil promotions has been awaiting final call in Pers section for last one month and even after repeated  assurances given to us, no promotion order is issued.

CMD expressed displeasure and unawareness about it and asked PGM Pers to check issues if any and see that promotion orders are issued. PGM Pers assured for the same.

5.  Review of policy for Deputation out of BSNL: As point from management side, CMD BSNL narrated proposal to review present deputation policy so that good number of BSNL Executives get opportunity for deputation for period of three years in different organisations. He added that he will be pleased to see that BSNL Executives are deputed to selected organisations with higher pay/ perks and at one step above their present grade in BSNL and stressed for a transparent Deputation policy giving equal opportunity to all.

CMD BSNL expressed displeasure on practice adopted by some of Executives in managing deputation and then creating pressure on management to accept it despite not being eligible. He further said that in one of the cases, a written explanation was given from BSNL.

6. Presence of BSNL on Social Media: The issue of BSNL in social media and its positive and negative impacts were discussed in depth and in conclusion CMD BSNL appealed leaders to make efforts for uplifted brand image of BSNL in social media.

Subsequent to the meeting, leaders of all associations discussed together on the outcome of today's meeting and adherence to assurance by CMD BSNL and the way forward for resolution of HR issues and keeping assurances by the Management.

It was decided to wait until next week for response of the management and if management does not come forward with fulfilment of the assurances made, a joint action program will be decided and launched by all the participating associations.
