wing issued: Heartiest
Congratulations to all the JTOs in Civil wing who got their first promotion
after continued service up to 27 years as AGM Pers BSNL CO issued promotion
order of JTOs in Civil wing and promoted them as SDE Civil. Copy<<<>>
This is a long awaited promotion order with keen and prolonged persuasion
for more than three years by SNEA and finally the promotion order is issued with such
dedicated efforts in overcoming many hurdles created by certain officers in
BSNL,.
The entire process of DPC was completed in March 2026 and since
then this promotion order was expected, but not issued for different reasons.
Due to prolonged delay first in clearing hurdles of court cases,
then internal issues of BSNL and finally due to expiry of VC after completion
of DPC in March 2026 the promotion order is delayed even at the last moment
also.
But this time fresh VCs are pursued by BSNL Management seriously and within two
days all the Circles/Civil Zones have sent fresh VCs and hence this promotion order is issued.
In this historical Promotion order, total 62 JTOs (08 JTOs as
per as per SDE Civil RRs 2002 Annexure-I, 54 JTOs as per as per SDE Civil RRs
2023 Annexure-II) are promoted as SDE against vacancies of concerned Year.
These are promotions up to vacancy year 2024 and we are pursuing
SDE Civil promotions against vacancy year 2025 and we are hopeful for the same
in this month. We are hopeful that with this all the JTOs in the Civil wing
will be promoted as SDE in coming days, clearing the prolonged wait for their first
promotion.
Though SDE vacancies exist in the same Circle majority of
promoted JTOs are posted to other Circles and some of them are posted as
substitutes for consideration of pending OTP Requests or being posted out of
Circle as per strange stand of BSNL Management by counting stay of more than 25
years in present Circle.
Naturally, the promoted Executives may have genuine grievances
and the concerned executives may represent their grievances addressed to
Director HR and its copy to CS SNEA concerned. For any support required in it

Update on JTO to SDE Promotions in Electrical wing: We were
expecting SDE Promotion orders of JTOs in Electrical wing along with Civil wing
promotions, but as the VC called for Electrical promotions expired before the
scheduled DPC on 05/05/2026 and now
fresh VCs are called from CEs/PCEs Electrical. Copy<<<>>
The sincere and dedicated efforts are being done by BSNL Management
for clearing this last minute hurdle due
to the expired VC. The fresh VCs are
expected early this week and we are hopeful for successful conduction of DPC and
accordingly SDE Promotion order of JTOs in Electrical wing are also expected at
any time in this fortnight. Hope for the best.
Update on enhanced IDA Implementation in BSNL: As
assured by CMD BSNL, the IDA enhancement is approved by the BSNL Board in the
fastest possible speed and the approved proposal with due recommendations of
BSNL Board has been sent to DoT for final approval for releasing IDA Payment pending
from 01/01/2026 along with arrears thereof.
The issue of financial viability created in DPE OM dated
27/02/2026 {Copy<<<>>} was cleared with revised OM dated by DPE dated 24/04/2026 {Copy<<<>>} but as DPE has not clarified about the applicability of clause
for payment of IDA due w.e.f. 01/01/2026.
As BSNL has sent request for approval of enhancement of IDA Payment with all relevant information, being financial matter, on 29/04/2026, DoT has called for the recommendations of BSNL Board. {Copy<<<>>}
The next BSNL Board meeting is scheduled on 22/05/2026, but by understanding
need for releasing IDA payment in salary of May 2026, we requested intervention
of CMD BSNL, who has taken decision to get approval of BSNL Board by circulation
as done for approval of Wage Negotiation Committee Report.
Thus, with intervention of CMD BSNL, Management Committee and BSNL Board have approved this proposal within a period of six days and finally the same has been sent to DoT for final approval and due recommendations for payment of IDA with arrears as per OM Dated 27/02/2026 & 24/04/2026 and approval for allowing to implement the enhanced IDA payments w.e.f. 01/01/2026 and onwards in the normal course with approval of CMD BSNL in accordance with the revised rates notified by the DPE from time to time.
With this clear recommendation by BSNL Board, the final approval
of DoT is expected this week as all other issues with this IDA enhancement are
already cleared.
As such, all the disputes, confusions and WhatsApp gossips on
the uncertainty of IDA payment are cleared and now it is crystal clear and sure
that:
1.The
enhanced IDA with arrears of four months i.e. from January 2026 to April 2026
as per order dated 27/02/2026, will be surely paid Salary of May 2026 along
with further enhanced IDA for Apr 2026 as per DPE order dated 28/04/2026.
2. Henceforth
the IDA procedure for IDA payments will be restored and will be issued as per
DPE OM and there will not be any need to get approval from DoT.
3. This
will also clear the way for DR payment for Retired Executives and Employees of
BSNL with similar period arrears and earlier procedure for the same will also
be restored.
The entire happenings make it clear how a simple issue can be
made critical and such critical issues can be resolved if properly pursued at
all levels in concerned departments. This episode is classic example of how
non-issue is made an issue and how important manhours can be wasted in its settlement
and avoidable gossips with extreme comments on social media that to be
continued for prolonged period of four months

officers in DPE and DoT for slow but firm steps in the resolution of
this man made issue.

of the note and getting it approved in time bound manner.
Update
on Meeting with CMD BSNL: By
understanding unrest among the executives waiting for OTP Request transfers and
undue delay in issuing OTP Request transfers, yesterday on 06/05/2026 at 1930
Hrs, GS SNEA had a meeting with Shri. A. Robert J. Ravi, CMD BSNL in the
presence of Dr. Kalyan Sagar Nippani, Director HR and Shri. Rajeev
Kumar Kaushik, PGM Pers/SR BSNL CO.
Consideration
of OTP Request Transfers without further delay: We
specially expressed concern over the undue delay in issuing OTP Requests and
requested for issuing OTP transfer orders at the earliest.
CMD BSNL
informed that the work is being done by PGM Pers in a focused manner and in the
last 4 to 5 days he is working day and night on it and by now he is ready for
issuing orders. But due to the mismatch of data of some executives, PGM Pers
has not finalized the proposal and he will issue orders shortly.
We
brought to notice of CMD that there is mass unrest among executives due to this
undue delay in consideration of OTP Requests and added that we are also facing an
embarrassing situation as no assurance is followed by the management. We added
that earlier we were assured for OTP Transfer orders by March end, then in
April and now we are completing the first week of May, but uncertainty on OTP
Requests including that from all India Hard Tenure stations is still continuing.
CMD
BSNL agreed for the assurances given till now and informed that he is aware of
pressure and he is also receiving calls for OTP Requests even from higher
offices, but the transfer orders cannot be issued with wrong data. He confirmed
from PGM Pers about receipt of data for all wings & cadres and which was confirmed
by PGM. Then CMD BSNL directed PGM Pers to see that orders are issued without
further delay.
When we
insisted for time line for issuing OTP Requests as many assurances given are
not followed till now and requested to issue order in remaining two days of this
week, CMD BSNL assured for the same, instructed PGM Pers to act accordingly and
added that order may be issued before that also. With all these discussions, it
is sure that OTP Request Transfer order will
be issued at any time this week.
Consideration
of HR issues as discussed in last meeting dated 07/04/2026 : We
reminded about resolution of other HR issues discussed in our meeting with
Respected CMD BSNL on 07/04/2026 and added that even after one month is passed,
none of assurance are full filled as agreed upon. CMD BSNL confirmed status
from Director HR on all these HR issues, wherein Director HR informed that the
issues are under consideration, but PGM Pers is busy with OTP Requests and after
the OTP Requests, all these agreed HR issues will be given consideration. We
added that many of decided issues are pertaining to PGM Estt/Admn and requested
for its consideration, but Director HR informed that issues are discussed
together with PGM Pers/SR and PGM Estt/Admn but firmly assured that all these
HR issues will be discussed and decided in the coming week.
Delay
is settlement of HR issues and need to fill vacant posts of PGMs/GMs: We expressed
concern about overload to PGM Pers by addition of multiple charges of other
units in BSNL CO. We added that many PGM/GM level posts dealing with HR issues viz.
SR, Restructuring, Admn, Training and Recruitment are practically vacant for
last one year and all these works are assigned to only two PGMs i.e. PGM Pers
and PGM Estt. PGM Pers is given additional charge of SR and Restructuring
Section and PGM Estt is given additional charge of Admn, Training and
Recruitment section. In the last fortnight due to leave, all these sections
were looked after only by PGM Pers and he is practically overloaded and this is
the reason for delay in OTP Consideration. We added that PGM Pers is putting in
day and night sincere efforts, but it is not possible to look into these many
charges by a single officer. We expressed the urgent need of filling all these
vacant posts and mainly reducing the added workload of PGM Pers. CMD BSNL agreed
to our concern and assured to fill up these posts and instructed Director HR to
look into it with priority.
Implementation
of pending enhanced IDA: We also discussed about the implementation
of pending IDA and status of the report called by DoT on approval by IDA
enhancement by BSNL Board so that pending approval is issued by DoT for
implementation of pending IDA w.e.f. 01/01/2026. We expressed that due this
delay of four months, executives are feeling cheated as this simple issue has
not been decided for the last three months and expressing the feeling that how
can we expect settlement of other issues. CMD BSNL informed that issue is
already in his notice and the proposal has been approved by MC and approval by
Board is under consideration and asked status from Director HR, who informed
that note sent to all Directors of BSNL Board and their concurrence is expected
shortly. CMD BSNL directed him to look into it personally and see that the same
is approved by remaining Directors and sent to DoT in a day for final approval
of DoT. We requested for payment of pending enhanced IDA with arrears w.e.f.
01/01/2026 in salary of May 2026, CMD added that for that only this action is
being taken and firmly assured for releasing it in Payment of May 2026.
With
all these discussions and assurances, we are hopeful for some positive results
on pending HR issues of the executives. Hope for the best.

Successful VIII Circle Conference of SNEA Haryana
Circle: {Report

8th Circle Conference of SNEA Haryana Circle was held in a grand and
enthusiastic manner on 16th & 17th April 2026 at Auditorium Hall, Arya
Girls College, Ambala Cantt, Haryana.
The Circle Conference commenced
with flag hoisting by
hands of Shri. Amit Yadav, Circle President SNEA HR in presence of CHQ and
Circle leaders, symbolizing unity and strength of the
association.
The Open session was inaugurated by lighting of lamps by all the guests
and signatories.
The Saraswati Vandana was beautifully presented by college students Miss
Praachii, Miss Manisha, Miss Madhuri, and Miss Mansi.
The conference commenced with great zeal and participation from all District
Secretaries, Circle office Bearers, CWC Members, Delegates and active members
from across Haryana Circle.
The Circle Conference was attended by all District Secretaries who
presented their views on development issues, HR concerns, and field-level
challenges being faced by executives.

united efforts for early resolution of critical issues like PRC.
Dr. Sushil Kansal, National Trainer of
JCI India, in his impactful and thought-provoking motivational session on
stress management highlighted the growing challenges of stress in todays
fast-paced professional environment, especially in service organizations like
BSNL. He shared practical and easy-to-implement techniques i.e. Time management
and prioritization of tasks, Maintaining work–life balance, Positive thinking
and attitude transformation, Simple breathing and relaxation exercises,
Effective communication to reduce workplace tension etc. The session was highly
interactive, with active participation from the members. His energetic
delivery, combined with practical insights, made the session both engaging and
enlightening.
Shri
Jagtar Singh, Jt Secretary North CHQ updated house on different activities
of SNEA CHQ and appealed for working for more strong unity of the executives.
Shri. Arvind
Pal Dahiya, Jt Secretary CHQ updated house about steps taken by CHQ for
resolution of HR issues and appealed for working for putting special efforts
for growth and development of BSNL. .
Shri. M. S. Adasul, General Secretary
SNEA CHQ addressed the gathering and provided a comprehensive update on various
HR issues and their current status at BSNL Corporate Office, DoT, and
Government level. In his detailed and motivating address, he emphasized, the
importance of unity and collective strength of members, Positive progress on
3rd PRC and standard pay scale issues, Need for continuous follow-up with
management, Importance of increasing membership strength, Role of SNEA in
safeguarding interests of executives etc. His speech was highly informative and
kept the audience engaged throughout.
Shri. S. K. Chopra CGM Haryana Circle, in his
address to the august gathering, appreciated the efforts of SNEA in maintaining
a constructive and positive approach towards organizational and HR issues. He
acknowledged the significant role played by executives in sustaining and
improving BSNL services, especially in challenging field conditions.
CGM HR emphasized that the
contribution of BSNL employees remains the backbone of the organization and
appreciated their dedication in maintaining telecom services across urban as
well as remote areas. He highlighted that BSNL is steadily moving forward with
improved operational performance, expansion of services, and ongoing network
enhancement initiatives.
He further stressed the
importance of customer-centric
approach, quality of service (QoS), and accountability at all levels,
stating that improved service delivery will directly contribute to the
growth of BSNL. He urged all executives to take ownership of their work and
actively contribute towards achieving targets in FTTH, mobile services, and
enterprise business.
While addressing HR issues
raised by the association, he assured that the management is aware of the
concerns of executives and efforts are being made at appropriate levels for
their resolution. He also emphasized the need for better coordination between
association and administration to resolve issues in a
time-bound manner.
He appreciated the role of SNEA
as a mature and responsible association and expressed confidence that such
platforms of dialogue will continue to strengthen mutual understanding and help
in achieving organizational goals.
In conclusion, he conveyed his
best wishes to the newly elected Circle Office Bearers and assured full
cooperation from the administration for the growth of BSNL and welfare of its
executives.

session resumed at 1500 Hrs wherein detailed discussions were held on HR issues,
organizational strengthening, and operational challenges.
Shri M. S. Adasul, GS SNEA interacted
with the delegates and replied the queries and doubts raised by the members
present in the house and provided clarifications on various issues. He updated
house on various important issues in detail including Membership verification
and strengthening the organizational base, Pay loss issues affecting executives,
Implementation of 3rd PRC, Implementation of Standard Pay Scales, IDA/DA
related matters, Enhancement of Transport Allowance and revision of TA/DA , Restoration
of LTC, Transfer and posting issues, HR and policy-related concerns. All
queries raised by the delegates were addressed satisfactorily, and the house
appreciated the transparent and informative interaction. The discussions were
meaningful, practical, and focused on achieving tangible outcomes for the
members.
Thereafter, Shri Ganesh Chand Sabharwal,
Circle Secretary presented an overview of achievements, challenges,
and on-going efforts for strengthening the organization.
Shri. Sudhir Kumar, Circle Treasurer
submitted report on financial activities of SNEA Haryana Circle and the same
was approved by the house with loud claps.
Key Resolutions: After elaborate discussions the house unanimously passed the following Key
Resolutions:
· To strengthen membership drive across all districts
· To resolve HR and financial issues by taking with Circle Management and with
BSNL Management through CHQ.
· To ensure regular and effective communication with members.

Thereafter, Shri. Anar Singh Malik, was unanimously nominated as
Election officer for election process for electing new Circle Body.
In a unanimous selection process held thereof, Shri. Rajesh Kumar

The house expressed confidence

interests of executives and contributing to the growth and revival of BSNL.

letter directs all Circle/BA Heads for relieving of non-relieved executives by
02/05/2026 whose transfer Inter Circle/Tenure Completed orders are not implemented and are not covered
under any retention order by BSNL CO or

It is also

Any
