AGM Pers BSNL CO writes remainder to all Circle Heads regarding Data of rotation of sensitive posts for Apr-Jun 2025 quarter.  Copy<<<>>

It is reported that some Circles are misusing these guidelines and have taken some initiatives for transferring all officers who are completing four years at any post.

In this regard, the issues may be taken by concerned CS with Circle Heads as the sensitive posts are well defined by vigilance wing and only such executives and employees are to be shifted as sensitive post and it should not be base for any such mass transfers.

Issues related mismatch of amount of SAB Contribution on LIC Website: SNEA CHQ has received many queries about difference between actual SAB contribution by individuals and its display on LIC website. It is also reported that for many Executives the same is not visible and many are worried about the factual position where Money deducted from salary and contributed by BSNL is deposited to LIC or not.

In this regard, it is to inform that the deduction done by BSNL is regularly transferred to LIC but there are issues with the updating details by LIC on their website. BSNL had already taken up matter with LIC and the efforts are being made by LIC for necessary corrective action for having updated data on website.

Main issue reported in linking of the deposited Money with concerned Policy number. It is observed in some of sample cases checked that LIC has not updated data of amount received against old policy and hence there is mismatch in some cases.  

Further, CA Section, BSNL Corporate office has taken up matter with LIC and it is agreed for receipt of payments by LIC and the mismatch details are being updated in its server and the same will be visible on website also. But this work will take some time, may be about two months.

Hopefully by end of August 2025 or start of Sept 2025, this work will be completed and actual amount deposited by BSNL against each Executive of BSNL will be visible on website. 

Hopefully all the issues with difference of amount will be cleared for all executives and till any individual will have any such issue left out, the same will be sorted out case by case basis.

AGM Pers BSNL CO issued orders for consideration of pending OTP Requests from All India hard tenure stations, Deferment of Transfers wherein request is received for cancellation/retention on medical grounds, cancellation of transfers of age barred executives and retention by granting Immunity as Office Bearer of Recognised Association. This is a long-awaited Transfer Order which is finally issued after about two months of persuasion with different offices and officers in BSNL.

SNEA has submitted detailed letters showing how the Transfer order Dated 02/05/2025 is injustice to executives as many were transferred against Transfer policy guidelines and on pick and choose basis. Since the day of order, we have been pursuing all these cases, but initially there was total reluctance on part of the Management and it took a long time to convince the Management about the issues in this Transfer order. Further, once it was agreed that there are issues and needs corrective action, then also it took ample time and there was delay in finalisation of the issues as all these details were to be decided critically at the highest level.

Since 02/05/2025, the transfer order, there was mass unrest as orders were not adhering to the Transfer policy and though some relief was given by consideration of some OTP Requests from Tenure as well as Non-Tenure stations but many rather majority of OTP Requests from Tenure as well Non-Tenure stations were not given consideration.

Due to this prolonged time taken in this overall persuasion and consideration of representations of individuals and concern expressed by SNEA, there was mass unrest and much anguish among the executives to the extent that some of these executives have opted out from the membership of SNEA thereby neglecting sincere and to depth persuasion by SNEA.

Finally after prolonged wait of two months and continuous persuasion by SNEA, finally this order is issued given relief to many of the affected executives as this Transfer order mainly covers the pending OTP Requests from all India Hard Tenure stations,  deferment  of transfer orders of executives having genuine medical grounds which will be decided after report  of Circle Level Committee, request for grant of Immunity in prescribed format  and recommendations of Circle Head with ERP Entry of the same, cancellation of transfer by correct  counting of Circle  stay by giving due weightage to services at all India Soft Tenure Stations, Cancellation of Transfers on grounds of completion of 56 years of age and it is also seen that some cases of Non -Tenure stations also considered.

This Order has given a ray of hope for Executives that the issues can be settled and decided in favor of executives with peaceful persuasion and only required is the prolonged patience and strong belief on genuineness of grievances represented and faith that genuine grievances are always given due consideration.

In cases of earlier year transfer orders also there were grievances and it also took a long time to settle grievances and this year though there was no pressure from BSNL CO for relieving of transferred, there was huge unrest for unknown reasons or may be due to the fact that no single request was given consideration in period of two months from date of order.   

Anyhow, many have got relief in well defined Transfer policy guidelines as pursued by SNEA and represented by individuals and there are chances that some cases fitting in these guidelines may not be given consideration.

If any of requests as defined above, is still not given consideration, then the concerned Executives may represent the same through Proper Channel with fresh representation addressed to Director HR along with supporting documents and SNEA will continue to pursue for consideration of such genuine requests.

All CS are requested to go through this order and check which cases are fitting in these guidelines but not considered in this Order and share details as above. The details of all such non-considered requests may be please shared along with pending or fresh applications by email.  

As per this order, all other officers are to be relieved within 15 days and hence missing cases if any may be listed out and forwarded along with representation through proper channel by email and SNEA will pursue all remaining genuine cases for its consideration. In case of requests for retention and cancellation on medical grounds needs to be given serious review by individuals as well as by DS/CS SNEA concerned as management is dealing with these cases with more seriousness. This time instead of cancellation or retention, the transfer orders are deferred thereby giving time for withdrawal of requests or its thorough scrutiny for authenticity of the request.

The time of one week is given to the applicants who have submitted requests for cancellation /retention on medical grounds for withdrawal of non-genuine medical ground requests if any. In this case of such withdrawal no action will be taken against the applicants.

The requests which will not be withdrawn will be referred to the Medical Board for second Opinion by the CGM concerned and then will be scrutinised by the Committee headed by PGM and two GMs in each Circle for dependency and other related issues. The wrong claims on medical grounds are to be reported to Director HR wherein further action will be decided for such false claims. This entire exercise is to be completed by August 2025.

Similar stringent conditions are applied on requests for grant of immunity which are against REA Rules under which this immunity is granted and SNEA will be taking up these cases suitably for required corrective action.

With this order, the review of transfers is started and as seen now, it may take some time more, but genuine representations with supporting documents will be given consideration and the affected executives will have to keep patience by analysing genuineness of his/her request and method of deep review adopted by BSNL Management on all such representations.

We congratulate all the executives who got relief through this order and convey thanks for their prolonged patience with full faith on prolonged persuasion by SNEA with BSNL Management.  We also convey thanks to all our CS/DS and activists who supported the stand of SNEA CHQ for successful consideration of all these grievances and justice thereof by continuous persuasion and avoiding agitational paths.  

SNEA CHQ conveys sincere thanks and gratitude specially to Shri. A Robert J Ravi, CMD BSNL who has always assured for corrective action in genuine cases and has now kept his words by consideration of the genuine requests under his personal monitoring and given justice to affected executives.

We are hopeful that the review of the remaining similar requests by individuals and pending OTP Requests from Non-tenure stations as submitted by SNEA will be given consideration in coming days in the similar manner. Hope for the Best.

AGM Pers BSNL CO issued orders for acceptance of the request of executives for forgo/ refusal of promotion in recent AGM Promotions under LICE Quota. Copy<<<>>

Though SNEA has taken up matter for consideration of request from some of these executives for posting at nearby Circles having shortage of AGMs, but same was not agreed by the management by citing pending court directions from CAT Chandigarh.

As their request is not considered and they are unable to join at posted Circle due to genuine personal difficulties and hardship and hence unfortunately many of these Executives have refused Promotions even though they were successful in LICE after sincere studies of months together.
